The Information Technology Specialist position is in the Department of Administrative Services, Administrative Systems Office, Systems Execution Division, System Development Branch. The Systems Execution Division focuses on the delivery of products and services to achieve the vision and strategic direction of the judiciary's administrative systems.
Duties
The Department of Administrative Services, Administrative Systems Office (ASO), is seeking a motivated and experienced Information Technology Specialist to fill the role of Solutions Architect within the Systems Execution Division, Systems Development Branch. This position will report directly to the Systems Development Branch Chief.
The ASO operates in an ITIL (Information Technology Infrastructure Library) matrix structure, comprising two divisions: the Strategic Planning Division (SPD), which focuses on strategy, budgeting, and service development for customers, and the Systems Execution Division (SED), which handles software development, operations and maintenance, application support, infrastructure, and contractor management essential for service delivery.
In this role, the incumbent will be responsible for managing, designing, and developing solutions and strategies that support ASO systems and services. They will lead development teams on various complex IT projects for the U.S. Courts and the Administrative Office of the U.S. Courts. The incumbent will also provide solutions architecture services, review code for compliance with ASO frameworks, and ensure that requirements are met. They will manage multiple projects simultaneously, interact with stakeholders to effectively oversee scope, schedule, and risks, and act as a liaison between project teams and service providers in other offices within the AO. The ideal candidate will possess strong leadership and communication skills.
The duties of this position include, but are not limited to:
Collaborating with the Systems Development Branch Chief to support the ASO mission by implementing quality software development practices and ensuring compliance with established standards.
Coordinating and communicating effectively with Project Managers, Branch Chiefs, Portfolio Managers and Systems Execution chief to achieve strategic and tactical goals.
Leading development teams comprised of both government and contract staff.
Re-architecting existing solutions for future cloud deployment and develop new cloud-native applications.
Leading software development of the Judiciary Electronic Filing System (JEFS); and facilitating financial disclosures for the courts and the Administrative Office.
Creating solution architectures that align with the requirements of Judiciary systems.
Preparing status updates for development initiatives and communicate major activities and potential risks to senior management.
Building, maintaining, and enhancing security measures.
Attending interim project review meetings and review team reports on key metrics, including schedule, cost, scope, and risk to ensure accurate and consistent reporting.
Recommending improvements to existing methodologies, templates, guidelines, checklists, and other software development artifacts to establish repeatable processes that enhance quality across teams.
Reviewing Root Cause Analysis and operational reports for affected national systems; and ensuring compliance in identifying issues and proposing corrective actions.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience:Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below:
Knowledge of Software Development Lifecycles and methodologies to include Agile, Waterfall, and Rapid Application Development.
Proficiency in documentation and navigating Application Management Tools (e.g., SharePoint) and application lifecycle management tools (e.g., JIRA).
Technical expertise in solutions architecture and experience in coding applications using the LAMP stack (Linux, Apache, MySQL, PHP).
