About the Position: This position is located with the Office of the Deputy Chief of Staff, G6 IT Planning and Programs Division, Arlington, VA.
Serve as the Digital (DD) Program Evaluation Group (PEG) Portfolio Manager in the Plans and Programming Division, Program Resource Integration (PRI) Directorate, Deputy Chief of Staff, G-6, Headquarters Department of the Army (HQDA).
Duties
Optimize the allocation of assigned Army Command, Control, Communications, Computers, and Information Technology (C4IT), and Cyber requirements and resources to maximize their benefit to the Army.
Participate in all aspects of Army Planning, Programming, Budgeting, and Execution (PPBE), with emphasis on Planning and Programming phases.
Manage personnel, oversees contractors, and facilitates G-6 internal and external coordination and communication to develop courses of action and resourcing strategies for DD PEG Co-Chair C4IT/Cyber resourcing decisions.
Recommend actions to improve and influence policy change dissemination to subordinate Army commands.
Provide expert advice, interpretations and assistance in assigned areas to Army Commands (ACOMs), Direct Reporting Units (DRUs), Army Service Component Commands (ASCCs), OSD, and other Army Staff/Secretariat elements.
Provide administrative program direction and supervision to assigned military and DAcivilians to ensure efforts are synchronized in support of mission requirements and key initiatives.
Provide doctrine, organization, training, materiel, leadership and education, personnel, and facilities (DOTMLPF) training analysis and input for network and Cyber issues.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a testing designated position. Personnel are required to sign DA Form 5019-R (Condition of Employment for Certain Civilian Positions Identified as critical under the Department of the Army Drug-Free Federal Workplace Program).
- Personnel must pass drug screening prior to hiring and will be subject to periodic and random drug testing, thereafter, in accordance with AR 600-85 and Department of Defense Directive 2010.9.
- TDY may be required up to 25% of the time.
Qualifications
This Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed NTE 2 years by a current permanent Army employee.
Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition.

Specialized Experience: One year of specialized experience which includesevaluating the planning, programming, and/or budgeting of digital transformation efforts; providing recommendations and solutions, addressing organizational data/technology gaps and needs; providing clarity on issues effecting network and cyber strategic management programs, such as emerging technology, changing mission requirements, and/or legislation; developing strategic management program objectives to achieve mission goals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
