The Program Analyst (PA) Staff is charged with oversight of the quality of work produced by Loan Guaranty (LGY) field and policy elements, the assessment of internal controls within LGY, and for performing Program Analysis duties. The PA staff reports to and assists the Chief of Program Analysis, who reports to the Assistant Director for Oversight.
Duties
Specific duties include:
Conducts timely and accurate monthly statistical quality reviews of field/policy work products completed by Loan Guaranty field/policy staff.
Conducts reviews of Loan Guaranty field/policy elements and program participants. Follows operating procedures and systems required to carry out cost effective and efficient monitoring of program participants and appraising the quality of service and end products of all Loan Guaranty field/policy entities.
Conducts on-site and in-house surveys of VA field/policy operations and internal control reviews under the Loan Guaranty risk management program.
Plans and directs a systematic program of Internal Control reviews of all aspects of the Loan Guaranty program in compliance with appropriate VA directives and guidance, as well as, identifies programmatic vulnerabilities to waste, fraud, and abuse, and makes appropriate remedial recommendations.
Reviews cases of extreme difficulty when it is determined that there is a serious violation of departmental guidelines and regulations and refers them to the OIG for appropriate criminal investigation or other sanctions.
Evaluates program risks through participation in Loan Guaranty Service's Enterprise Risk Management Program while providing technical direction and guidance to the Central Office IA staff to ensure compliance with established policies, procedures, and prescribed management and operating techniques.
Work Schedule: Full time, Monday through Friday, 8:00am - 4:30pm (May be required to work until 6pm EST.)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement:11/08/2024.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", and/or Schedule A).
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. For a GS-13 position you must have served 52 weeks at the GS-12 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:

Specialized Experience:
Applying concepts, approaches, practices, regulations, policies, precedents, and analytical procedures related to real estate and home loan guidelines and regulations.
Familiarity with the real estate and home loan program's operational structure and understanding of the program's cross-organization dependencies, methods, and measures.
Working in real estate, home loan programs, and government policy.
Demonstrate leadership and ability to enforce compliance, interpret regulations, and provide training.
Experience working within Loan Guaranty or another major mortgage guarantor/issuer.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is primarily sedentary; however, employee must be able to lift and carry approximately 35 pounds.
