This position is located on United States Department of Agriculture (USDA), Departmental Administration (DA), Office of Operations (OO), Facilities Management Division (FMD). The primary purpose of this position is to provide the technical and economical requirements needed to plan, estimate, and inspect construction, alterations, repairs, maintenance, and cleaning services performed by contractors on government-owned equipment, facilities and property.

Duties

Performing administrative work that involves operating and maintaining buildings, grounds, and other facilities. Adapting or modifying procedures or processes for unusual or new maintenance and repair projects, such as determining appropriate facility maintenance procedures based on the structural soundness of aging systems and facilities. Researching and analyzing long-range needs and critical problems for facilities programs and operations, such as analyzing damages created by natural disasters to assess needed repairs, construction, or rehabilitation projects. Analyzing and assessing contractor effectiveness for long-term, extensive technical service contracts and/or cost type contracts.

Requirements

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience as defined below. GS-13 Specialized Experience: At the GS-13: Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience: Serving as a technical advisor and administrator for the planning, coordinating, estimating, inspecting, and repairs for facilities and properties. Writing contracts, scopes of work, developing independent estimates, and complying with all regulations. Conducting ongoing research and surveillance of building and grounds, and maintenance and repair processes and procedures due to aging facilities and systems or change in usage. Determining deficiencies and preparing packages for unusual or new construction and repair, preparing initial project scopes, descriptions, and justifications for facility modifications. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no education substitute for specialized experience at the GS-13 level.
