This position is located in the Department of Veterans Affairs, Veterans Benefits Administration (VBA) Education Service. The incumbent will utilize and educate stakeholders on project and program management techniques in organizing programs and activities in accordance with the mission and goals of the organization.
Duties
Specific duties include:
Serves on special projects as assigned and other various new or ongoing projects. Oversees a wide range of IT infrastructure technologies such as servers, operating systems, virtualization, security, remote access, networking, storage, etc.
Serves as an individual contributor on high impact or highly complex projects, providing technical advice and guidance to management and program analysts, and contract support on highly technical and complex systems projects.
Analyzes and identifies program areas which can be improved by automation or changes in policy or procedures. Recommends the changes required, whether automated or not, to institute those improvements. Implements VBA modernization and business re-engineering efforts.
Maintain internal and external customer databases. Responsible for future system maintenance, monitoring, and additional software applications. Validate system defects with OIT during system outages and provide ongoing status reports to management.
Works with VBA and Department IT staffs to ensure system compliance with current hardware, software, and configuration standards. Knowledge of applying analysis concepts to IT network systems and independent IT platforms integration methods, performance tuning methods, test and evaluation methods and procedures. Analyze customer issues to develop tools and processes to increase customer satisfaction.
The incumbent has responsibility to work with stakeholders from various VA, VBA, Education Service, and other agencies and organizations focus groups and end-users to analyze, evaluate, and develop business requirements for national application products. The incumbent works with appropriate application development teams to ensure the business requirements are understood and met.

Virtual: This position is virtual. NOTE: This is not a remote position. This position will be located at a duty station in either Atlanta, GA; Buffalo, NY; Muskogee, OK; or Washington, DC. The selectee must physically report to the local regional office in one of these locations as the official duty station on a routine basis. Current employees of the St. Louis Regional Office and current Education Approvals, Compliance & Liaison (AC&L) employees are eligible to apply and remain at their current duty location.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A).
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. For a GS-13 position you must have served 52 weeks at the GS-12 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-13 Grade Level:
Specialized Experience: Mastery in operation systems and their applications, gathering information, identifying and analyzing issues, and developing judgements; high proficiency in oral communication; and a comprehensive ability to work and communicate with clients and customers to satisfy their expectations.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
