This position is located in the Bureau of Global Talent Management (GTM), Office of Presidential Appointments (GTM/PAS). GTM/PAS leads and executes the State Department’s Presidential Appointments Program that includes senior Department leadership, U.S. Ambassadors and Chiefs of Mission for diplomatic service overseas.
Duties
Directs, implements, coordinates and/or oversees one or more of a variety of US Government programs led by GTM/PAS (Presidential Appointments/Commissions, Diplomatic & Consular Titles, Foreign Service Commissioning, Great Seal of the United States).
Interprets government-wide legislation, regulations, and DoS policies affecting areas of responsibility and assesses their impact on Office/Bureau program activities; develops policies & recommends action for program objectives/improvements.
Responsible for developing, implementing, and monitoring management information systems that facilitate programs and provide metrics on the Office/Bureau's progress and tracking the accomplishment of goals, objectives and priorities.
Coordinates projects designed to provide critical analytical data/information to Senior Officials. Represents the Office and speaks on behalf of the Bureau in a variety of forums.

briefings, and key meetings with Department and White House leadership.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
- Obtain/maintain eligibility to access Sensitive Compartmented Information
Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
GS-13
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience independently applying analytical and evaluation techniques to identify, consider and resolve program issues.
Experience utilizing performance indicators to measure and evaluate program efficiency and effectiveness and provide program/process recommendations to management.
Experience producing analytical reports, policy recommendations, and memoranda for consideration by management.
There is no substitute of education for specialized experience for the GS-13 position.
