About the Position: Serves as advisor to the Budget Officer and Chief, Resource Management on the integration, analysis and evaluation of the management and manpower programs.

Duties

Applies an in-depth knowledge of U.S. Army Corps of Engineers (USACE) and Army manpower programming, budgeting and allocation policies and procedures. Uses analytical judgment and an extensive knowledge of the functions, processes, and principles of management to gather, analyze, and evaluate information concerning the management process. Keeps abreast of regulations, methods and systems pertinent to the functions and operations of the branch to furnish definitive interpretation of program requirements to the branch chief, leadership and elements of the HQUSACE. Reviews the manpower portions of program and budget documents for assigned programs, and USACE serviced customers for correctness of data and compatibility with other reports. Coordinates discrepancies and/or changes with commands and program/activity directors. Monitors and controls military and civilian data in program/budget submissions to ensure that limitations established by higher authority are not exceeded. Reviews and analyzes manpower allocations, workload factors and utilization at the program element level for both direct and reimbursable programs and recommends changes to current manpower allocations. Prepares and presents manpower briefings to the Chief, Resource Analysis Branch, Chief, Resource Management Office, and the Commander, as required.

Specialized Experience: One year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes 1) Formulating, developing, and presenting management analysis and manpower information; 2) Identifying, analyzing, and resolving manpower problems; 3) Compiling, reconciling, and correlating workload data from a variety of sources to obtain accurate and relevant information. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
