This position is located in the Department of Defense (DoD) Office of Inspector General (OIG), Office of Professional Responsibility (OPR). The incumbent serves as the anti-harassment program specialist, responsible for the supports of the Anti-Harassment Program by conducting triage of complaints, assisting in the harassment resolution process, managing data, training employees, and reporting results.
Duties
Perform intake, documentation, set-up file structure, and categorization on all incoming AHP and OPR complaints or referrals regarding potential or alleged misconduct by employees and contractors of the OIG.
Conduct workplace harassment assessments, identifying trends and patterns of harassing behaviors or perceived harassing behaviors, capturing workplace levels of workplace morale, and providing resolution recommendations.
Advises and assist the AHP Program Manager and OPR Director on DoD OIG Anti-Harassment Program Alternative Dispute Resolution (ADR) program. Facilitates and serve as a mediator in conflict resolution sessions.
Collect, analyze, and report data on anti-harassment and OIG employee misconduct. Maintain data accuracy using DoD OIG Anti-Harassment Program Data Tracker. Report agency antiharassment training compliance, as required by regulations and policies.
Gather information, drafts, performs graphic layout, routes for approval, and publishes products, related to AHP outreach efforts. Develops relationships with personnel to ensure distribution, posting, and official notice of AHP efforts.
Coordinate, execute, and track in-person and remote training for OIG personnel regarding roles and functions of OIG Anti-Harassment Program and OPR in accordance with statutory, regulatory, and policy guidance.
Requirements
- Must be a U.S. Citizen.
- Position has been designated as security designation level noncritical sensitive. Incumbent is required to obtain and maintain a secret security clearance.
- Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov).
- Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
- Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
- The incumbent must adhere to the DoD Standards of Conduct.
Qualifications
Time in Grade:
At the GS- 13 Grade Level: You must have at least 52 weeks of specialized experience at the GS-12 level or equivalent. Specialized experience is defined as: Proficient and demonstrated experience in employee relations, extensive knowledge of the Americans with Disabilities Act (ADA) and Equal Employment Opportunity (EEO) program policy and guidance regarding sexual harassment and anti-harassment principles applied to workplace conflict resolution efforts or administrative investigations. Experience identifying trends and patterns of harassing or perceived harassing behaviors; capturing levels of workplace morale and providing recommendations for resolutions. Additionally, experience in program management, program analysis, and report writing required.
At the GS-12 Grade Level: You must have at least 52 weeks of specialized experience at the GS-11 level or equivalent. Specialized experience is defined as comprehension of criminal or administrative investigation processes, including the application of facts and circumstances to relevant statutes, regulations, and/or policies. Additionally, the applicant must have specialized experience with program analysis and report writing.

Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.
Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.
