Duties
The primary purpose of this position is managing the administrative, logistical, and operational support functions essential to the sufficient resourcing and successful execution of training and development programs for the FPS workforce.
Duties performed:
-Ensures compliance and record management training and professional development programs, in the areas of executive development, professional development, recruitment, investigative and enforcement training, and support agency training goals.
-Directs subordinate supervisors, managers and employees and implements FPS-wide training programs for Training and Professional Development (TPD).
-Develops and maintains TPD training program materials and integrate relevant technologies, such as learning management systems, to centralize the administration, delivery, and tracking of all TPD programs.
-Drive collaboration within TPD program offices, management, other interagency partners and academia to ensure cohesive and coordinated efforts in the successful delivery of training activities.
Qualifications
Specialized Experience:GS-15: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
1) Leading and managing law enforcement or security training and professional development programs;
2) Assessing, designing, delivering, and evaluating instructional programs, courses, and material;
3) Leading project teams and managing project timelines, budgets, and deliverables;
4) Coordinating and overseeing the work of administrative staff whose functions include budgeting, human resources, contracting, and facilities; and
5) Developing and implementing office policies and procedures.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).

Law Enforcement: As required, the incumbent must maintain law enforcement qualifications and possess law enforcement authority under title 40 of the United States Code, Section 1315, and may exercise such authority to provide investigative and law enforcement services to customer agencies, Federal employees and members of the general public located and/or conducting business in Government owned or leased properties.
Medical Requirement: Prior to appointment the person selected for this position must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties. Also successfully pass a pre-employment medical examination (which includes, but is not limited to vision, hearing, cardiovascular and mobility of extremities) given by an authorized government physician. This position may be subject to periodic incumbent examinations in the future.
Travel: The incumbent will be required to travel frequently.
Mobility Agreement: This position may require the incumbent to be reassigned to different geographic locations. Accordingly, the incumbent will be required to sign a mobility agreement, which will remain in effect through the duration of the assignment Motor Vehicle Operation: The incumbent must possess and maintain a valid motor vehicle driver's license and a safe driving record. Must demonstrate that they are medically qualified to operate a motor vehicle safely. Motor vehicles must be driven and managed in accordance with Office of Personnel (OPM) standards and procedures established in 5 CFR 930, and Federal Protective Service (FPS) policies and guidance. Periodic verification of license and safe driving record will be required.
Firearms Requirement: The incumbent will be required to carry a firearm while performing duties of this position and to maintain firearm proficiency in the care and use in accordance with FPS policy and standards is also mandatory. The incumbent must satisfactorily complete (or previously completed) the Criminal Investigation Training Program (CITP) or Uniformed Police Training program (UPTP). Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition.
Lautenberg Amendment: This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. A person convicted of a misdemeanor or felony crimes of domestic violence are not eligible for the position.
Occupational Safety and Health Requirement: The incumbent will be required to comply with all pertinent Occupational Safety and Health Administration (OSHA) requirements including use of all personal protective equipment (PPE) provided in accordance with training, work instructions, and as required by the task at hand.
Training Requirement: Incumbent must be a prior graduate of the Federal Law Enforcement Training Center's Criminal Investigator Training Program.
