The Anti-Harassment Program (AHP) supports the DoD OIG mission through its efforts of harassment prevention and response. The AHP PM is responsible for the oversight and management of all AHP elements, to include complaint intake, providing subject matter expert (SME) guidance in OPR harassment inquiries and OPR harassment investigations, hosting harassment resolution management conferences, leading AHP outreach efforts, workforce training, data reporting, and records management.
Duties
Manages intake, screening, and oversees records management on all incoming OPR/ Anti-Harassment Program complaints, referrals, and relevant notifications of complaints or referrals regarding alleged misconduct by employees.
Supervises AHP Investigative Review Specialists responsible for intake and initial assessment of harassment complaints, oversees harassment case tracking, investigator assignment, AHP resolution process, and AHP notification requirements.
Provides investigative guidance and administrative support to OPR investigators for harassment inquiries or investigations, including interview questions, conducting interviews, author or peer review, and all other relevant duties.
Develops data collection methodologies to collect harassment data to fulfill request from the IG or other entities as required.
Establishes and maintains liaison, consults, and coordinates with internal and external agencies for the establishment and preservation of effectual working relationships with any federal or non-federal establishments, for AHP matters.
Oversees AHP training, including oversight on AHP training products covering the prevention and response to sexual harassment, harassment in the workplace, management best practices, and other topics requested by agency management.
Requirements
- Must be a U.S. Citizen.
- Position has been designated as security designation level Noncritical-Sensitive. Incumbent is required to obtain and maintain a Secret security clearance.
- Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov).
- You may be required to complete a financial disclosure (OGE-450).
- Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
- Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
- The incumbent must adhere to the DoD Standards of Conduct.
Qualifications
Time in Grade:
For entry at the GS-14 grade level, status applicants must have served 52 weeks as a GS-13 or equivalent or higher grade, in the Federal Service.
Specialized Experience: Applicants must have one year (52 weeks) of specialized experience at the GS-13 level in the Federal service or at an equivalent level. Specialized Experience is defined as managing equal employment opportunity Anti-Harassment programs which include Anti-Harassment Program complaint process, Anti-Harassment, EEO, and ADR; presenting training to individuals to prevent unlawful discrimination and harassment; conducting program evaluation to determine Anti-Harassment Program effectiveness of an organization; and advising management on Anti-Harassment initiatives; and preparing annual reports, such reports of investigation and semiannual report to congress.

Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.
Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.
