This position is in the Information Technology Acquisition Office, DCIO for Business Management and Planning, Bureau of Diplomatic Technology (DT/BMP/ITA), in the U.S. Department of State. You will serve as the Deputy Director of the Information Technology (IT) Acquisitions office with management and oversight of four (4) separate divisions, focused on IT Contract Management, IT Contract Services, Software Sourcing, and Vendor Performance Management.

Duties

Guides and supports subordinates on the implementation of standard program management methodologies to track and evaluate efforts to establish new IT contracts or to manage existing IT contracts. Leads efforts in the establishment of large, complex, and agency-wide hardware, software, and service contracts and procurement vehicles. Implements changes within Information Technology Acquisitions (ITA) relating to program goals and objectives, altering of IT acquisition service offerings, and improvement in resource utilization by users. Directs the appropriate management studies, evaluations and reviews are carried out as a means of enhancing the organizational and operational effectiveness and efficiency of the IT Acquisitions Office. Establishes and maintains working relationships across the Department, the Bureau of Diplomatic Technology, and external agencies including those in the foreign affairs community.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants applying for the GS-15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below: Attention to Detail - experience reviewing my own information technology-related work or data and have been asked by others to review their work or data to ensure accuracy, completeness, and consistency with standards Customer Service - experience maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs Oral Communication - briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience Problem Solving - identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions AND Have at least 1 full year of specialized experience equivalent to the GS-14 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience developing strategic sourcing procurement approaches for the acquisition of technology products and services. Experience managing strategic and complex IT acquisition processes and programs. Experience with the establishment of large, complex, and agency-wide hardware, software, and service contracts and procurement vehicles. Experience with working across multiple organizations and offices in the development of requirements and metrics technology acquisitions. Experience collecting data and reporting program effectiveness in terms of success in meeting program objectives, schedules, and budgets. NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-15 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
