These positions are located in the Bureau of Consular Affairs (CA), Office of Consular Systems and Technology, Service Delivery and Outreach (CA/CST/SDO) and Service Operations (CA/CST/SO).
Duties
Develops, customizes, and/or acquires applications software programs and tests, debugs, and maintains an assigned suite of software programs.
Conducts analyses of technical requirements for systems and services in the assignment area that often cross organizational lines and combine two or more discrete IT functions.
Develops Consular Affairs policies and methods to facilitate the security of and integrity of consular data, including the implementation and integration of multiple cybersecurity products to ensure the proper auditing of data access and use.
Coordinates the technical planning, design, development, testing, implementation, and management of internet/intranet activities associated with the administration of the assigned websites, including both front-end and back-end development.
Serves as web developer/administrator for one or more Consular Affairs websites.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement.
Applicants applying for the GS-12 grade level must meet the following requirements:
Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
Attention to Detail - Conducts risk and vulnerability assessments and develops systems security contingency plans and disaster recovery procedures.
Customer Service - Coordinates the delivery of an IT security awareness training program for end users at all levels in the organization.
Oral Communication - Provides advice in network and systems design to ensure that appropriate systems security policies and procedures are introduced into designs at the outset.
Problem Solving - Participates in assessments of breaches of security to determine their impact on system operations.
AND
Have at least 1 full year of specialized experience equivalent to the GS-11 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience applying IT security principles and methods to conduct risk and vulnerability assessments of installed information systems to identify vulnerabilities, risks, and protection needs.
Experience analyzing and evaluating program and/or policy information derived from a variety of sources to implement updates or new security requirements to IT architecture.
Experience participating in assessments of breaches of security to determine their impact on system operations and contributing findings for the development of corrective measures/and or awareness and training modules.
Applicants applying for the GS-13 grade level must meet the following requirements:
Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
Attention to Detail - Develops systems security contingency plans and disaster recovery procedures to ensure preservation of data and the integrity of that data.
Customer Service - Coordinates development work with higher echelon information security organizations, end-users.
Oral Communication - Promotes awareness of security issues among management and end-users and ensures that sound security principles are reflected in organizations’ visions and goals.
Problem Solving - Assesses breaches of security to determine their impact on system operations and the confidentiality, integrity, and reliability of the information stored and manipulated within the system.
AND
Have at least 1 full year of specialized experience equivalent to the GS-12 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience conducting system audits, security evaluations, and reviews of IT security programs to ensure compliance with policies and procedures.
Experience developing and implementing programs to ensure that systems, network, and data users are aware of, understand, and adhere to systems security policies and procedures.
Experience developing policies and procedures to ensure information systems reliability and accessibility and to prevent and defend against unauthorized access to systems.
