About the Position: his position is covered under an alternative personnel system known as the Science and Technology Reinvention Laboratory Management Demonstration Project. The Demonstration Project replaces GS grade levels with occupational families and pay bands. The salary range of the position being filled will not be decreased with the change to pay bands. This position is in the DE-03 pay band.
Duties
About the Position: The US Army Combat Capabilities Development Command's (DEVCOM) C5ISR Center serves to research, develop, and evaluate advanced technologies in the command, control, communications, computers, cyber, intelligence, surveillance, and reconnaissance technical domains. This position would be either co-located with the Center's Unique Mission Cell (UMC) in Tampa, Florida, which serves to perform expeditionary field experimentation both in the continental United States (CONUS) and outside-continental United States (OCONUS) locations or in Aberdeen Proving Ground, MD or Fort. Belvoir, VA with the Acquisition and Contracts Branch. Due to the nature of the mission and necessity to react quickly, the work tempo is fast-paced, while supporting Army, DoD, and other federal agency stakeholders. The selected individual would serve as the primary Contracting Officer Representative (COR) to ensure mission success for the development of Operational technologies and aligning, as well as managing all the contracting support necessary to successfully execute field experimentation.
Duties require the ability to plan and direct overall coordination and execution of acquisition requirements for assigned customers.
Maintain constant surveillance of all phases of acquisition planning and execution from initiation of an acquisition requirement through contract award and completion.
Employee must also have the ability to ensure quality results on all acquisition related documents required throughout the life cycle of the supported product or service.
Work may involve performing budget analysis and management of financial programs with particularly high visibility at higher headquarters such as congressional budget line items; the impact of changes in legislative or regulatory requirements; consideration of long-range program goals and objectives; or the changing nature of a program/project.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires temporary duty (TDY) travel up to 25% of the time.
- The employee is subject to travel on short notice (i.e., less than 24 hours' notice).
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret (SCI) security clearance or access for the duration of employment.
- This is a Drug testing designated position and the incumbent is required to complete a drug test prior to appointment and periodically thereafter DA Form 5019.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Foundational
certification in Contracting within 36 months of entrance on duty.
- Appointment to this position is subject to a Three-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.

Specialized experience is defined as performing ALL of the following duties: 1) Independently developing and completing Acquisition Requirements Packages; 2) Leading Integrated Product Teams (IPT's) of diverse stakeholders to solve acquisition problems; 3) Developing and recommending acquisition strategies for approval; and, 4) Serving as a Contracting Officer's Representative (COR) for multiple acquisitions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE-02 or GS-11).
