Duties
Major Duties and Responsibilities:
Perform and manage the full-scope of duties and responsibilities of a comprehensive acquisition portfolio.
Pre-Award Duties & Responsibilities: Responsible for the development of a comprehensive, quality, and well-defined Acquisition Requirement Packages (ARPs) beginning with requirement identification through successful on-schedule award. Acquisition requirements typically result in Indefinite Delivery Indefinite Quantity (IDIQ) contracts, Task Orders, Sole-Source Contracts, Other Transaction Agreements (OTA), Test Service Agreements (TSA), Cooperative Research and Development Agreement (CRADA), etc. Lead the organization's acquisition team responsible for the contractual requirement. Develop professional relationships with the acquisition team and those government professionals who support the team, such as Security, Safety, Financial Management & Accounting, Administrative Support and Leadership. Mentor and assist the team in the development of the PWS, IGCE/ICE, Security determinations, Service Contract approvals, QASP, Surveillance Priorities, GFP/GFE requirements, CDRL/Deliverable Development, Market Research, Acquisition Plan Development, Evaluation factors, Draft RFP's, RFI's, Source Selection Board identification, etc.
Develop professional relationships with the Army Contracting Command (ACC), the General Services Administration (GSA), Small Business Administration (SBA), OTA Consortiums, etc. Complete comprehensive analysis on the requirement and determine which acquisition organization aligns best with successfully executing and supporting the requirement through its entire lifecycle.
Post-Award Duties & Responsibilities: Serve as the appointed Primary and/or Alternate Contracting Officer Representative (COR) and/or the Agreement Officer Representative (AOR) on multiple contracts and agreements with consecutive and/or overlapping Period of Performances. In addition to COR/AOR duties the Business Analyst will continue to closely coordinate with government and contract personnel throughout the entire C5ISR Center in executing the contract/agreement security requirements, safety requirements, GFP/GFE accountability, training requirements, funding, CAC sponsorship, Contract Monitor duties, purchase approval authority, ULO processing, etc. Everything associated in and with your assigned contracts/agreements is the responsibility of the Business Analyst.
Assure daily monitoring of all the terms and conditions of assigned contracts/agreements. Successfully fulfill all the duties and responsibilities as agreed upon by signing the COR/AOR appointment memorandum.
Program Management Duties & Responsibilities: Thorough and comprehensive knowledge of the customer's and programs/efforts executed on the assigned contracts/agreements is critical for success in this position. Confirmation of purpose, time, and amount across all incremental funding documentation, as well as within-scope determinations are basic, but critical functions of this position.
Understand and be able to promptly implement the appropriate action and required notifications if contract/agreement violations occur. This includes violations involving security, safety, funding, OCI, fraud, etc. Assist and if appropriate lead to resolve issues/concerns with payment instructions, funding, billing, disbursement and ULO's. Brief Portfolio, Branch and Team Leadership as requested and/or needed.
Administrative Duties & Responsibilities: Properly and accurately maintain the official Army contracting records for all assigned contracts/agreements on the KO designated site. Assure documents are always audit ready, including COR monthly reports, GFP/GFE, deliverable confirmation, etc. Properly and accurately maintain CAC sponsorship records, assuring they are always audit ready.
Establish and maintain pre-and-post contract/agreement records on the designated C5ISR ESI site. Assure documents are always audit ready including contract financial documentation, written within-scope determinations, program/funding execution instructions, etc.
Lead and/or assist with policy, SOP, and similar document development. Actively support the Branch and Team in identifying and implementing process improvements. Performs other duties as assigned.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement both CONUS and OCONUS of 25% of the time.
- The employee is subject to travel on short notice (i.e., less than 24 hours' notice).
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret Sensitive Compartmented Information (SCI) security clearance or access for the duration of employment.
- This is a Drug testing designated position and the incumbent is required to complete a drug test prior to appointment and periodically thereafter DA Form 5019.
- This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.

Qualifications
About the Position:
The US Army Combat Capabilities Development Command's (DEVCOM) C5ISR Center serves to research, develop, and evaluate advanced technologies in the command, control, communications, computers, cyber, intelligence, surveillance, and reconnaissance technical domains. This position would be co-located with the Center's Unique Mission Cell (UMC) in Tampa, FL, which serves to perform expeditionary field experimentation both in the continental United States (CONUS) and outside-continental United States (OCONUS) locations.
Due to the nature of the mission and necessity to react quickly, the work tempo is fast-paced, while supporting Army, DoD, and other federal agency stakeholders. The selected individual would serve as the primary Contracting Officer Representative (COR) to ensure mission success for the development of operational technologies as well as managing all the contracting support necessary to successfully execute field experimentation.
The position entails the opportunity to work with a highly productive, fast-paced, close-knit team, often supporting Operational units. The day-to-day duties of the position would entail working all phases of contract acquisition, financial and program management, and administrative functions.
The position is based out of a satellite office in Tampa, FL and would require the selected applicant to be on-site Monday through Friday, with situational telework decisions made by the first line supervisor on a case-by-case basis. Administratively, the selected individual's management chain would be based out of Aberdeen, MD.

Specialized Experience: One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the DE-02 pay band (GS-11 level) in the Federal Service which includes experience in one or more of the following areas: 1) Independently developing and completing Acquisition Requirements Packages; 2) Leading IPT's of diverse stakeholders to solve acquisition problems; 3) Developing and recommending acquisition strategies for approval; and, 4) Serving as a COR for multiple acquisitions.
