Duties
You will plan, develop, implement and maintain comprehensive process control programs of broad applicability designed to evaluate the adequacy and effectiveness of Contractor processes, including specialized processes.
You will schedule, plan and conduct quality program audits of various contractor systems and processes.
You will conduct contract reviews to determine quality program requirements and review the Contractor's procedures, practices, instructions and directives for contract compliance, completeness, adequacy, correctness, practicality, and conflicts.
You will initiate appropriate level of corrective action including Corrective Action Requests (CARs) and corrective action letters for deficiencies identified during conduct of duties and plans for appropriate follow-up on corrective action.
You will prepare written reports, memoranda and correspondence detailing results of assignments, makes oral presentations, and engages in discussions dealing with technical and quality matters.
You will plan and conduct scheduled procedure evaluations for compliance and program operation adequacy.
You will maintain, analyze and evaluate data resulting from reviews, evaluations, product verification inspections and audits.
You will review, analyze and evaluate Contractor generated data and reports.
You will perform Product Verification Inspection (PVI) and In-process Evaluation (IE) on the Contractor's manufacturing, fabrication, installation, testing, and inspection techniques for components, structures, and systems.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
For the GS-11 Grade Level:
Your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the Federal service or equivalent experience in the private or public sector conducting quality functions (e.g. inspections, reviews, audits, assessments, contractor surveillance) to ensure compliance of established requirements for the construction, maintenance, overhaul, repair or sustainment or surface ships or submarines.
For the GS-09 Grade Level:
Your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the Federal service or equivalent experience in the private or public sector supporting or assisting in the execution of quality assurance functions (e.g. inspections, reviews, audits, assessments, contractor surveillance) to ensure compliance of established requirements for the construction, maintenance, overhaul, repair or sustainment or surface ships or submarines.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
For the GS-11 Grade Level Only,
- successful completion a Ph.D. or equivalent doctoral degree with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or another field related to the position; -OR-
- successful completion of three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or another field related to the position; -OR-
- successful completion of an LL.M. degree that is related to the position being filled; -OR-
- a combination of experience and graduate education as described above that equates to one year of experience.
For the GS-09 Grade Level Only,
- successful completion of a master's or equivalent graduate degree with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or another field related to the position; -OR-
- successful completion of two full years of progressively higher-level graduate education leading to a master's degree with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or another field related to the position; -OR-
- obtained an LL.B. or J.D. that is related to the position being filled; -OR-
- a combination of experience and graduate education as described above that equates to one year of experience.
