You will serve as the Special Emphasis Program Director, Supervisory Quality Assurance Specialist, in the Conversion and Repair Division of SUPERVISOR OF SHIPBUILDING GROTON.

Duties

You will serve as the special emphasis program director, responsible for the implementation and proper execution of the special emphasis program submarine certification process for the construction, conversion, maintenance, or repair of submarines. You will ensure accuracy, adequacy, and completeness of audits/surveys and forward reports of these internal audits/surveys to management. You will reviews status of ships construction/overhaul and determine dates of and schedule for submarine certification or other types of audits/surveys. You will coordinate the resolution of audit/survey findings and evaluate acceptability of contractor corrective actions. You will interpret various instructions, letters, and other directives related to the program, and ensure directives are implemented in a timely manner and are properly executed. You will ensure issuance of required instructions, directives, or procedures, and ensures dissemination of information needed to carry out and maintain submarine certification programs. You will cerify that the system used for certifying the contractor's work, including off-yard work, complies with program requirements and supports key events such as fasts cruise, sea trials, and ship completion. You will ensure training programs are in place for each department. You will periodically review the training records to ensure compliance with current program requirements. You will identify and solve problems from planning through production, inspection, test, and final fleet acceptance and have authority to stop work, subject to approval of command authority. You will act as the central contact point for the command in all matters concerning the submarine certification program and notify management when conflict is identified between the program requirements and implementation.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 (GS-13 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Conducting quality assurance audits or surveys of a submarine construction, maintenance or repair certification program identifying procedure or process issues and developing or recommending solutions.
