Duties
Interpret established and pertinent regulations, organizational policies, management principles, and administrative rules to provide hands on support and provide guidance to program staff.
Assist the supervisor in ensuring effective administrative operations for the unit.
Provide general guidance and answers to inquiries concerning the application of administrative regulations, legislative acts and policies received from Regional and/or Washington Office to ensure compliance with unit priorities.
Analyzes a variety of projected situations involved with budget actions, personnel structure and organizational structures.
Communicates with internal and external sources to gather data using tact and diplomacy.
Coordinates with Staffs on the responses to a variety of requests,(i.e., program functions, obtains information, prepares and transmits general replies, and refers requests) in a timely manner.
Maintains copies of individual training plans and advises personnel on training schedule.
Establishes and maintains liaison with representatives from other FS organizations within the region to resolve problems encountered with reporting systems, controls, etc.
Requirements

Qualifications

Specialized Experience Requirement:
For the GS-09: You must have one year specialized experience equivalent to the GS-07 in the Federal service. Specialized experience is defined as four or more of the following: experience serving as an organization's office manager or executive assistant for top level management/executive staff managing the activities, correspondence, visitors and inquiries for top level managers/executives; Assists in the development of administrative plans and procedures to manage and assess the impact of new and on-going guidance as they apply to unit programs. Assisted in monitoring program activities to ensure policies and requirements were being followed.
OR
A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., in a course of study such as Master of Science in Administration, Master of Public Service/Policy;
OR
An appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level).The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.
For the GS-11: You must have one year specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as a majority of the following: Managing all administrative functions in an office setting; Planning, organizing, directing, and coordinating office activities; managing procurement programs and activities; completing contract administration activities; reviewing and coordinating operating budgets; maintaining property management records for accountable property.
OR
A combination of specialized experience and graduate level education directly related as described above.
OR
PhD or equivalent Doctoral Degree
OR
3 full years of progressively higher-level graduate education leading to such a degree or LL.M from an accredited college or university.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
