Duties

This position is located at the Clement J. Zablocki Medical Center, Milwaukee, WI (695) - a Level 1a Complexity VHA Facility, and is organizationally aligned under the Medical Information Systems Division (MIS). The primary purpose of this position is to function as a full Assistant to the Community Care Program Manager, assisting with the planning, directing, and evaluation all medical administration management functions associated with the Community Care Management Program, while applying the principles and philosophies of medical center management and enforces compliance with established policies. -Shares responsibilities with the Community Care Program Manager in exercising administrative control in conducting all of the Community Care Program Sections activities, and is involved in management considerations involving general administration, manpower, and other resource utilization. -Has full authority to direct and resolve all management and operational functions of the Community Care Program. - Evaluates each section supervisor by the end result of their accomplishments or failures through observation, report, and personal audit. Counsels and assigns performance ratings, approves leave requests, and is responsible to take whatever action is indicated to improve the leadership of each section supervisor. - The incumbent is responsible for the implementation of medical administration policies as established by federal and state laws, VA policy both VHA and VBA, VISN Director, and or Medical Center Management. Assures adherence to the intent of these policies by interpretive conferences with managers concerned. - Incumbent shares direct line responsibility for all medical administration and non-medical ancillary. service areas. Is responsible for channeling broad knowledge to a variety of administrative and miscellaneous departments such as Human Resources, Budget, Supply, Housekeeping, and evidencing insight into and knowledge of hospital and medical procedures to coordinate the administrative with the medical activities. - Receives and analyzes all complex, complaint, and congressional correspondence and prepares replies in final form for the signature of the Medical Center Director. Serves on committees as appointed by medical center management or the Division Manager - Serves as liaison between the medical center and its designated legal service and for informing management and staff on matters affecting patient administration, which have actual or potential legal implications. - Reviews patient administration and patient care functions to identify areas where studies should be made and initiates management improvement surveys by staff and operating personnel. - Participates in the annual budget estimates for operation of the medical administrative activities. In addition to funds for patient care, budget estimates include staffing requirements, equipment and supplies. These estimates are based on statistics, studies, and projections developed by medical administrative personnel, which indicate patient load trends and bed utilization. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/13/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ascertaining and applying, or if necessary, modifying and adapting, business best practice or establishing production standards for new or unusual projects. Evaluation of different approaches may be necessary to ensure that the best method, economically and structurally, is used. knowledge and skill in applying statistical, auditing analytical and evaluative methods and techniques to issues or functions related to MIS Division administrative operations. Conducts qualitative research to gather statistics and quantitative research from notes, interviews, and observations which cannot be easily summarized in numerical terms in formal reporting formats. Knowledge of a wide variety of pertinent laws, regulations, policies and precedents which affect administrative operations. Knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization and service. Knowledge and skill in adapting quantitative techniques and evaluation criteria to the measurement and improvement of program effectiveness and organizational productivity in such areas as the All Employee Surveys or other employee satisfaction surveys, Press Gainey or other patient satisfaction surveys. Skill in conducting detailed analyses of complex functions and work processes. Skills in presenting staffing recommendations and negotiating solutions to disputed recommendations. Ability to interact with other disciplines to solve problems and deal effectively with uncooperative or unreceptive persons to bring problems to resolution. Ability ot independently organize, schedule and complete assignments. Ability to formulate administrative policies and procedures through research and knowledge of regulations and guidelines, and to implement programs having both immediate and long-range effects upon the public and other governmental agencies both directly and indirectly. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Physical exertion is limited to walking, climbing, stooping, bending, reaching, and occasionally driving. Sitting and manual dexterity are required to keyboard for extended periods of time in the execution of administrative duties.
