This position is located at the Clement J. Zablocki Medical Center, Milwaukee, WI and is organizationally aligned under the Medical Information Systems Division (MIS). The primary purpose of this position is to provide the planning, directing, and evaluation all medical administration management functions associated with the Medical Information Systems Division (MIS) while applying the principles and philosophies of Medical Center management and ensuring compliance with established policies.
Duties
Formulates and issues policies through the Medical Center Director relating to the broad area of patient administration.
Counsels and assigns performance ratings, approves leave requests, and takes whatever action is indicated to improve the leadership of section supervisors.
Collects and analyzes a multitude of data which affect the budgetary and operational functions of the program.
Reviews patient administration and patient care functions to identify areas where studies should be made and initiates management improvement surveys by staff or operating personnel.
Conducts workload surveys, schedules studies in clinics and Admission Center and various professional services and recommends changes in the work distribution, scheduling practices.
Analyzes specific impact on medical administration and seeks solutions to existing and possible future problems, identifies long and short-range needs, formulates proposals for top management consideration, and plans and initiates improvement actions on a continuing basis.
Formulates advanced overall operation plan as well as serves on committees designed to facilitate top management decisions.
Consults and participates with all members of management in analyzing the broad implications of higher levels of authority, laws, regulations, policies, as well as professional and administrative trends.
Analyzes specific impact on medical administration and seeks solutions to existing and possible future problems, identifies long and short-range needs, formulates proposals for top management consideration, and plans and initiates improvement actions on a continuing basis.
Serve as a consultant to top management for the resolution of medical administration problems that occur on a VISN-wide basis.
Responsible for the implementation of medical administration policies as established by federal and state laws, VA policy both VHA and VBA, VISN Director, and or Medical Center Management.
NOTE: Selected candidate may be required to serve 1 year supervisory probation period

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/11/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
SPECIALIZED EXPERIENCE: Must have one full year of specialized experience equivalent to at least the next lower grade level (GS-13) in Federal service that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience includes: Supervising and overseeing a number of program segments or programs of administrative work including modifying and adapting, business best practices or establishing production standards for new or unusual projects. Analyzing problems from an overall viewpoint to obtain a comprehensive understanding of the elements that underlie the problem to enable the best solution. Formulating administrative policies and procedures through research and knowledge of regulations and guidelines and implementing programs having both immediate and long-range effects. Applying statistical, auditing analytical and evaluative methods and techniques to issues and for related reports. Conducting qualitative research to gather statistics and quantitative research from notes, interviews, and observations. Presenting staffing recommendations and negotiating solutions to disputed recommendations. Working with Microsoft Office programs, i.e., Outlook, Word, Excel, Access, and Power Point, to develop documents, charts, and computer presentations.

Physical Requirements: Physical exertion is limited to walking, climbing, stooping, bending, reaching, and occasionally driving. Sitting and manual dexterity are required to keyboard for extended periods of time in the execution of administrative duties.
