Duties

Joining Customs & Border Protection (CBP) will allow you to utilize your expertise to serve as a program analyst and advisor to management on various functions and activities requiring application of qualitative and quantitative methods for assessment of management processes, systems, and mission support programs. This position starts at a salary of $82,764.00 (GS-11, Step 1) to $128,956.00 (GS-12, Step 10) with promotion potential to $153,354 (GS-12 Step 10). In this Management and Program Analyst position you will become a key team member of Homeland Security professionals involved in performance measurement; management techniques and theories; collaborating with other offices to identify, develop, collect, analyze, and report performance measures data; assist policy makers in developing, evaluating, analyzing, and interpreting policies to resolve problems of functional significance and impact; analyze administrative aspects of substantive, mission-oriented programs; and recommend and apply new hypotheses and concepts to improve effectiveness and efficiency of operations. Typical Work assignments include: Performing quantitative and qualitative analysis methods for assessment of management processes, systems, and mission support programs. Providing advice and support to supervisors and managers of headquarters functions. Assisting in research, analysis, planning, assessment, development, and accountability activities necessary to build and implement the agency's performance management framework. Participating in the design and execution of the strategic planning process and assists with the establishment of program performance goals, identify and document performance measurement criteria and indicators, and prepare for or conduct data-driven reviews to assess progress and actively manage outcomes. Reviewing and validating performance measures, targets, and data collection strategies to ensure they are accurate, reliable, and relevant, evaluating gaps in performance.

Specialized Experience: GS-11: You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Assisting in preparing documentation for senior team members in order to present findings that outline problems encountered. Assisting in research, analysis, planning, assessment, development, and accountability activities necessary to build and implement the agency's performance management framework. Coordinating activities of sub-office support staff and providing analytical support on problem definition. GS-12: You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Developing recommendations to resolve substantive problems regarding the effectiveness or efficiency of work operations in a program or program support setting. Planning, developing, monitoring, and coordinating analytical projects relating to high visibility cross-component issues that resolve critical operational, and policy issues in direct support of an organization. Preparing recommendations on substantive operation programs. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Education Substitution: GS-11: Successful completion of a Ph.D. or an equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M (if related) from an accredited college or university, may be substituted for experience at the GS-11 grade level. Such education must demonstrate the skills necessary to do the work. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours. GS-12: No educational substitution allowed at this grade level. Combining Education and Experience: GS-11: To combine your education and experience, you must convert each to a percentage, and then add the percentages. The combined total of your percentage of education and experience must equal at least 100% in order to qualify. If your education is currently described in quarter hours, convert the quarter hours into semester hours by multiplying the quarter hours by the fraction 2/3. To calculate your percentage of graduate education, divide the number of graduate semester hours in excess of the amount required for the next lower grade level, by 18 ((1 year of graduate study = 18 semester hours). To determine your percentage of qualifying experience, you must divide your total number of months of qualifying experience by the required number of months of experience. Add your percentages of education and experience. The two percentages must total at least 100%. GS-12: No educational and experience combination allowed at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 11/08/2024. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Current and former federal employees may be required to serve or complete a probationary period.
