This position is located in the Office of Acquisition, Logistics and Construction (OALC). The incumbent of this position serves as a Program and Management Analyst on the administrative staff of the Principal Executive Director, Office of Acquisition, Logistics and Construction, Washington D.C.

Duties

The incumbent will be responsible for a wide range of office management and analysis duties to support the responsibilities of the Principal Executive Director, Deputy Principal Executive Directive, Supervisory Executive Officer (Chief of Staff) and the Supervisory Management and Program Analyst for the Department's construction, acquisition, and material management functions. The major duties and responsibilities include, but are not limited to: Plans, organizes, promotes, directs and execute the OALC Manpower Management Program (MMP) components of: (1) ensuring HR Information System position data are accurately reflected; (2) reviewing changes needed to the organizational structure to maintain compliance with the VA Directives; (3) working with guidance and direction from the VA Manpower Management Service (MMS) reviewing staffing requirements and conducting analysis as needed; (4) coordinating validation of staffing analysis with VA Manpower Management Service. Briefing and obtaining guidance from VA, Office of Human Resources and Administration/Office of Operations. Security, Preparedness (HRA/SOP), and OALC Senior Leadership. Participates in strategic planning and visualizing manning requirements projecting mission needs, changes in political, funding, economic, workforce, and customer requirements, etc. Initiates and leads studies and projects related to strategic planning and analysis, including development of methods for measuring program success and achievement of objectives. Plans, leads and carries out projects and studies to develop and integrate strategic plans and programs needed to enhance recruitment, acquisition, retention, and development of talent that will fully meet OALC mission requirements. Performs analytical and evaluative work associated with management of the OALC and other business functions correspondence, objectives, and/or program activities. Advises and recommends on pros and cons of proposed office strategies. Develops and recommends changes in program objectives, methods of operation, and areas if emphasis. Evaluates programs managed by OALC by providing in-depth analysis of variables associated with these programs. Responds to a broad scope of inquiries or administrative issues pertaining to the OALC, and the Department, to include but not limited conducting research, analyzing results, and coordinating with other VA Staff Offices. Coordinates and prepares briefings, reports, etc, for the Principal Executive Director, P Deputy Principal Executive Directive, Supervisory Executive Officer (Chief of Staff) and the Supervisory Management and Program Analyst. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/06/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. For a GS-14 position you must have served 52 weeks at the GS-13.The grade may have been in any occupation, but must have been held in the Federal service. A SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience GS-13: You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) to qualify at the GS-13, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assisting in the design and execution of data collection; Performing quantitative and qualitative data analyses; Working as part of a team that develops principles, concepts, and practices for deploying strategic workforce planning, workforce/human capital analytics, strength management, and succession planning. Specialized Experience GS-14: You must have one year of specialized experience equivalent to at least the next lower grade (GS-13) to qualify at the GS-14, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Designing and executing data collection; Conducting quantitative and qualitative data analyses; Developing principles, concepts, and practices for deploying strategic workforce planning, workforce/human capital analytics, strength management, and succession planning. You will be rated on the following Competencies for this position: Administration and Management Communications Interpersonal Effectiveness Organizational Performance Analysis Workforce Planning Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
