This Program Analyst position is located in the St. Cloud VA Health Care System, located in St. Cloud, MN. The primary purpose of the position is to improve the quality, efficiency and effectiveness of health care by adhering to the highest standard of compassion, commitment, excellence, professionalism, integrity, accountability and stewardship. Provides analytical and evaluative support to the Group Practice Manager.
Duties
Major Duties include but are not limited to:
Analyze management information requirements, local automated data bases, and corporate data bases and reporting systems in order to provide information to be used in the evaluation and analysis of clinical program effectiveness and efficiency.
Develop recurring and non-recurring reports that provide data to be used by management in decision making.
Translating statistics to reflect compensable data for management
Reviews new agency directives, guidelines, and other publications in order to identify those that have an impact on local policies and processes.
Communicates required actions with appropriate program officials and monitors the accomplishment of local revision of policy and procedures to ensure timely completion
Conducts data validation reviews on cost accounting systems such as the Cost Distribution Report and the Decision Support System in order to insure accurate reporting of costs
Performs management reviews to determine compliance with agency and/or local regulations, policies, procedures, sound management practices and effective utilization of staff.
Utilizing office automation skills, prepares presentations of information using such applications as Microsoft Word, Excel and PowerPoint.
Effective communication both orally and in a variety of written media with all levels of end users, management, and OI&T personnel, internal and external to the facility.

Work Schedule: Monday-Friday, 8:00am to 4:30pm

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-11 Qualifications:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Collecting analyzing and interpreting data to developing reports and maintain records; utilization of various software applications such as Microsoft Word, Excel and PowerPoint to prepare presentations and reports; communicating with internal and external customers; providing administrative support in an office or health care setting; managing spreadsheets to track various items such as budget, finance, waitlist, or other data; identifying and analyzing issues, and developing recommendations to resolve problems. (This experience must be well documented in your resume or application package).

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position - Program Analyst. Qualifying education would include a major in a health science and/or allied scientific field such as health informatics, information science, health care and computer science, individual and public health care, biomedical research. (Transcript Required and must be must be legible and contain sufficient information (e.g., student name, name of institution, total number of credits completed, date degree conferred, etc.) to show you meet the requirements).

Physical Requirements: Work is generally sedentary with some travel required during visits to carious areas of the medical center. The position requires a considerable amount of reading, writing and use of ADP equipment, and mat include carrying light items such as books, instruments, laptops, or similar materials.
