Serves as a Management & Program Analyst, providing support to Primary & Specialty Medicine (PSM) Service operations at St. Cloud Health Care System (HCS) within the VA Midwest Health Care Network, VISN 23. This position reports to the Administrative Officer/Health System Specialist (Primary Care) and has primary responsibility as the Program Analyst for all Primary Care services with the St. Cloud HCS and associated Community Based Outpatient Clinics (CBOCs) in Brainerd, Alexandria, and Monte.

Duties

Major Duties include but are not limited to: Compiles, creates, analyzes data-specific weekly recurring reports on access to ensure future and past clinic grids are being utilized to the fullest. Analyzes data generated from a variety of sources (e.g., Pyramid Analytics, data warehouse, VISTA, CPRS, Sail) to identity process improvement opportunities. Compiles, creates, analyzes data-specific reports on metric for blood pressure, statins, Diabetes management, cardiovascular disease and all reports needed for measure review. Compiles, creates, analyzes data-specific reports on appointment bookablity, panel fullness and other clinical related reports. Oversees data and information management needs to include monitoring, analysis, interpretation, and presentation of data. Reviews new agency directives, guidelines, and other publications to identify those that have an impact on local clinical policies and processes. Performs management reviews to determine compliance with agency and location regulations, policies, procedures, sound management practices, and effective utilization of staff. Prepares written reports of findings and provides recommendation for improvement of areas considered to be out of measure. Research issues and prepares written materials as requested by the Director, Nurse Executive and Administrative Officer. Utilizes office skills, prepares presentations of information using such applications as Microsoft Word, Excel, PowerPoint. Identifies, defines, researches, and analyzes a variety of problems, questions, or conditions using data mining and statistical analysis. Work Schedule: Monday - Friday, 8:00 a.m.- 4:30 p.m. Additional information may be provided during the interview process. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/19/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. You may qualify based on your experience and/or education s described below: GS-07: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Gathers and analyzes data from various sources including clinical systems: Preparing and Presenting projects and findings of results in various formats (charts, graphs, reports, spreadsheets, etc.): Ability to utilize Microsoft software for word processing, Email, presentations, spreadsheets, and databases; interpreting and ensuring compliance with laws, regulations, and policies. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed one full year of graduate level education or have superior academic achievement**. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond bachelor level. **S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. Grade-point average (G.P.A.)-- Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9. Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed by the Association of College Honor Societies. GS-09: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience include but are not limited to: gathering and analyzing data from various sources including clinical systems: Identify problems and bringing them to the attention of leadership. Preparing and Presenting projects and findings of results in various formats (charts, graphs, reports, spreadsheets, etc.): Ability to utilize Microsoft software for word processing, Email, presentations, spreadsheets, and databases; interpreting and ensuring compliance with laws, regulations, and policies; Present recommendations for improving program effectiveness; and/or creating and updating training programs based on data gathered. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year (18 semester hours) of graduate level. Physical Requirements: The work is sedentary in nature. Manual dexterity is required in operation of a personal computer.
