This position is located at the St. Cloud VA Health Care System (STCVAHCS), Minnesota. The employee provides support for all areas and programs under the Health Administration Service (HAS) Line including planning, coordinating, implementing directing, integrating, controlling, and evaluating programs within the healthcare delivery system.
Duties
The VA Midwest Health Care Network advocates for a Whole Health System of care in each of the Medical Centers. This is an approach to healthcare that empowers and equips people to take charge of their health and well-being and live their lives to the fullest. As an employee operating in a Whole Health System of care, you will operate in a model with three core elements, seeking to create a personalized health plan for each Veteran. This is done in the context of healing relationships and healing environments and a connection back to the Veteran's community. This aligns with the Veterans Health Administration (VHA) Mission Statement to Honor America's Veterans by providing exceptional health care that improves their health and well-being.
Major duties listed but not limited to:
Provides daily analytical and administrative support to the HAS management team and support activities
Conducts analysis and evaluation on a quantitative and qualitative basis to measure the effectiveness of business operations within HAS
Plans, schedules, and conducts evaluations of programs within HAS and recommends process changes that will improve the productivity and efficiency of the service line
Develops innovative approaches to identifying meaningful workload factors and performance quality levels and determines accurate measurement techniques
Plans and organizes improvement projects, including estimating costs, coordinating projects with staff and management
Responsible for translating statistics on workload, program utilization, and trends in scanning, ROI, VetRide, beneficiary travel requests to reflect compensable data for management, and provides an accessible link for awareness purposes to a wide variety of staff
Generates databases and special studies to produce information that assists in the evaluation and analysis of measurable qualitative
data
Conducts analysis on HAS programs including but not limited to Veteran Services, Eligibility and Enrollment, Compensation and Pension Scheduling, Beneficiary Travel, Veterans Transportation Program, HIMS, revenue, records management, and processing of computer generated data from various sources
Provides administrative support to the HAS management team and support activities as needed or requested
Work Schedule: Monday - Friday, 7:30am - 4:00pm (work hours may be further discussed during interview process)
Telework: Ad Hoc (Situational) This is telework that occurs on an occasional, non-routine basis-for example, inclement weather, or, telework that occurs to complete short-term special assignments or to accommodate special circumstances even though the telework arrangement may occur continuously for a limited and specific period of time.VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/16/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-09 Minimum Requirements:
Specialized Experience: Applicants must have one year (52 weeks) of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Consults and advises the leadership of the STCVAHCS and facility POC's on matters related to management discussions, decisions, and policymaking within HAS; Comprehensive knowledge of personal computer operation and applications to include VistA and the Microsoft Office Suite of Word, Excel, PowerPoint, Access, Internet Explorer and Exchange; ability to clearly organize relevant issues and use oral and written communication skills to convey technical methods; expert communication skills consisting of writing, speaking, presenting, negotiating, teaching, and listening OR
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related . Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED) OR
Education/Experience Combination: Applicants may qualify with a combination of education and specialized experience. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-09. (TRANSCRIPTS REQUIRED)
The following example is how education and experience may be combined:
An applicant has 6 months of specialized experience equivalent to GS-07 and 1 year of graduate level education. The applicant meets 50 percent of the required experience but none of the required education, since he or she does not have any graduate study beyond that which is required for GS-07. Therefore, the applicant meets only 50 percent of the total requirement and is not qualified for the position. (the applicants first year of graduate study is not qualifying for GS-09)

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
