Duties
PRIMARY PURPOSE: To serve as the HAF action officer for both Global Posture and Regional Plans enterprises. To coordinate programs by providing guidance, oversight, and support for the development and execution of regional plans and posture for critical national objectives.
DUTIES:
Plans, organizes, and performs activities associated with DAF Global Posture.
Provide regional expertise and analysis on Combatant Commands' Plans.
Engagement with DoD entities to contribute expertise to the Global Plans and Posture Enterprise (AF A57SP).
Prepares and presents high level briefings of conclusions, many being highly subjective and not readily susceptible to verification until actual operational situations are encountered.

- Extensive experience in air power employment and Joint operational duties is critical to the successful completion of the work. Aviator experience is mandatory and essential.
- The work requires the incumbent to obtain and maintain a Special Sensitive (TS/SCI) security clearance.
- Incumbent may be required to work extended or other than normal duty hours to include evenings and weekends and may be subject to recall as directed by supervisor.
- Overtime may be required as workload demands as directed by either the Division or Directorate level supervisors.

This is a drug testing designated position. The incumbent is subject to random drug testing. This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
This position is designated as a KEY position. In the event of a crisis situation, war, or mobilization, the incumbent must continue to perform the duties to support mission requirements. A member of the Ready Reserve may not fill the position on a permanent basis. If filled by a member of the Ready Reserve, appropriate action must be undertaken to change the incumbent's reserve status to a status other than that of "Ready Reserve."- In accordance with AFI 36-507, Mobilization of Civilian Work Force.
Work may occasionally require travel away from the normal duty station on military or commercial aircraft. Primary duty location is located at the Pentagon, Arlington, VA. Note: As directed by AF A57S, duties for this position can/may be relocated to Joint Base Anacostia-Bolling, Washington, DC for any duration of time.
QUALIFICATIONS:
In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Management and Program Analysis (0343)
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-13 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include mastery knowledge of established management principles, pertinent administrative regulations plus skill in applying fact-finding and work measurement techniques to direct analyses that examine risks and tradeoffs to posture forces based on operational, contingency, and support plans; advanced knowledge of analytical techniques necessary in the determination, programming, and defense of short- to-long range posture requirements; mastery Knowledge of Congressional, DoD, Joint, and Agency structure, missions, program policies, and organizational relationships to facilitate effective advancement of Agency priorities; expert knowledge in the application of the national strategies and Agency directives/concepts to analyze, design, articulate, and advocate the Agency's position on Combatant Command's plans and posture enterprises; comprehensive knowledge of the effectiveness of the Agency's capabilities assessment process to support war fighters' requirements; knowledge in coordinating complex and challenging issues at the HAF/strategic-level for senior leader action and decision; knowledge on governmental protocols, military command structure, and organizational relationships to staff and brief senior Department leadership on future posture plans and programs for decision; and knowledge of Agency program goals and objectives, the sequence and timing of key HAF events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Mastery knowledge, extensive experience, and proven expertise in Air Force strategies, theater plans and posture, and political-military affairs and their effects on Air Force operations, plans and capabilities. Comprehensive understanding of air combat operations and air power employment concepts, including the application of air, space and cyber power in Joint and Combined Warfighting operations. Operational experience in employment of air power is crucial.
Advanced knowledge of, and mastery of analytical techniques necessary in the determination, programming, and defense of long-range requirements. Comprehensive knowledge of Congressional, DoD, Joint, and USAF structures, missions, programs, policies, and organizational relationships to facilitate effective advancement of Air Force priorities. In-depth knowledge of DoD and Air Force policy and planning processes and how those processes advance or constrain Air Force footprint, forces and international agreements globally. Staff experience at MAJCOM, HQ, and Joint or OSD (or equivalent duties) is essential. Knowledge of the Air Force's Corporate Structure and the DoD's Planning, Programming, Budgeting and Execution process is required.
Comprehensive and expert knowledge of air power operations that enables the incumbent to analyze, articulate and advocate the Air Force's global posture requirements. Thorough knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Prior experience in organizations tasked to conduct air power centric operational missions (or equivalent duties) is required.
Skill in developing, organizing, and planning studies or projects. Effectively negotiate with management to accept and implement recommendations where the proposals involve substantive Air Force resources, require extensive changes or may be in conflict with previous programming actions.
Skill and ability in planning, organizing, coordinating, directing and controlling activities and operations associated with formulating, analyzing, and improving Air Force programs; plan, organize and evaluate the effectiveness of the Air Force capabilities assessment process to support the needs of the warfighter is mandatory.
Ability to establish and maintain effective working relationships with a variety of individuals and organizations to include presenting information and decisions in briefings, reports and other materials. Ability and skill to communicate effectively, both orally and in writing, in order to articulate and advocate Air Force positions and condense extremely complex issues into layman's terms without altering basic content; preparing staff packages and briefings, conveying ideas, and formulating strategy that accommodates multiple and often divergent views; plan and conduct Action officer-level meetings with other Air Force members, Services, OSD, and foreign military organizations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
