About the Position: Incumbent's role is to improve the quality of operational and contingency planning processes and execution related to civilian harm mitigation and response (CHMR). Provide expertise on operational planning and one of the following specialties: intelligence, human terrain, civilian infrastructure, civil engineering, or fires/targeting as it relates to the civilian environment, civil protection, and CHMR.
Duties
Improve the quality of operational and contingency planning processes and execution as they relate to Civilian Harm Mitigation and Response (CHMR).
Assist operational commands in incorporating considerations related to the civilian environment, civilian protection, and CHMR lessons learned and practices into operational and contingency planning.
Include Civilian Harm Mitigation and Response (CHMR) considerations into exercise planning, design, and execution.
Liaise with combatant commands and other operational commands.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret/ Sensitive Compartmented Information Clearance.
- This is a testing designated position.
- Personnel are required to sign DA Form 5019-R (Condition of Employment for Certain Civilian Positions Identified as critical under the Department of the Army Drug-Free Federal Workplace Program).
- Personnel must pass drug screening prior to hiring and will be subject to periodic and random drug testing, thereafter, in accordance with AR 600-85 and Department of Defense Directive 2010.9.
- This position may require temporary duty (TDY) travel up to 25% of the time.
- Position is designated as Emergency Essential (EE) to support mobilization and wartime mission during periods of increasing tension and mobilization.
- Incumbent must sign DD Form 2365 (DoD Civilian Employee Overseas Emergency - Essential Position Agreement).
- This position is designated as Mission Essential. Employee can be required to remain on duty or report for duty during contingency operations or other emergency situations.

GS-14 Specialized Experience: One year of specialized experience which includes: conducting operational planning at higher levels in specialty areas to include intelligence, human terrain, civilian infrastructure, civil engineering, or fires/targeting; reviewing project performance to identify opportunities for improvement; and providing guidance for justifying or settling matters involving significant or controversial policy issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

GS-14 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
