You will serve as the Lead of Range Operations providing administrative leadership for diverse cutting-edge high performance flight research vehicles, airborne science missions, International Space Station operation, and development and test of next generation space vehicles. As lead, the focus is on the operations of the NASA Dryden Aeronautical Test Range (DATR).
Duties
Applies administrative knowledge of all range systems and ground support capabilities to resolve difficult and complex problems by providing advice and direction to the Operations Group during the planning and operation of Range mission support.
Approves emergency leave, as required. Informs the supervisor of team and individual performance, management issues and problems, and recommends corrective actions.
Coordinates and deconflicts range system availability with other associated ranges to insure efficient and timely support of flight research projects. Maintain close contact with the Air Force Test Center and advises key management of any issues.
In the absence of the supervisor, has full authority and responsibility to coordinate, monitor and direct the activities of all administrative support elements during a real-time mission.
Leads the team in identifying, distributing, and balancing workload among employees; arranging for team member training; monitors and reports on the status and progress of work to supervisor, including individual and team training needs.
Maintains administrative oversight role in range system development and testing and the transition of newly developed systems into the operational environment. Apply expert knowledge of range operations, systems and policies.
Overcomes difficult and complex technical, project management, and organizational problems using innovative and original approaches. Participate in project technical briefs, crew briefs, and debriefs to ensure all support requirements are met.

- Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:
Scheduling or monitoring range assets (i.e. asset conflict resolution, personnel constraints, and overtime management for contract staff) for flight test planning and coordinating project requirements with senior management;
Participating in mission real-time support by providing recommendations and guidance to agency personnel on the utilization of range resources; managing related resources; and tracking and resolving issues;
Communicating organizational capabilities to other directorates to meet mission requirements and drive innovative solutions.
