The primary purpose of this position is to serve as a first level supervisor, providing IT support, technical support, directing and exercising control over nonsupervisory civilian and military employees as well as providing technical and procedural customer assistance in the implementation and sustainment of the Air Force Electronic Key Management System and Key Management Infrastructure systems.

Duties

DUTY 1: Independently advises users in all phases of the Air Force Electronic Key Management System (EKMS) and Key Management Infrastructure (KMI); advises COMSEC managers (Tier 2), COMSEC responsible officers (Tier 2/3), Common Tier 1 (Tier 1) operators, and Major Command representatives in understanding AFEKMS and KMI policy and procedures; develops plans with AFEKMS and KMI SPO personnel on training, fielding, and other related logistics issues. DUTY 2: Performs as Executive Agent for the USAF Voice Call Sign (VCS) Program. Functions as controlling authority on a variety of US Air Force Voice Call-Sign systems used to in world-wide, joint/allied country configuration and categorized as the primary call-sign system used by the Air Force to operational/exercise mission. DUTY 3: Performs trend analysis of AFEKMS issues and problems in the system hardware/software. Utilizes EKMS and KMI Help Desk job-tracker program to provide metrics in support of System Program Office (SPO) initiatives to include request for funding, software upgrades, prioritization of workloads and projects, etc. DUTY 4: Serves as Electronic Key Management System (EKMS) and KMI COMSEC Account Manager for a select customer group. Responsible for maintaining proper accounting, storage and security of classified COMSEC Keying Material, Equipment, and AIDs (publications). DUTY 5: Exercises supervisory personnel management responsibilities within the Information Assurance Branch.

  • Position is designated special-sensitive, and incumbent must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. A non-disclosure agreement must be signed.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. Overtime may be required.
  • The position is required to complete Key Management Infrastructure training within 12 months of assignment of these duties. Failure to complete and receive a proper certificate may result in the reassignment to another position.
  • This position includes information assurance (IA) work as an additional duty. The incumbent of this position must achieve the appropriate IA certification, degree, or experience within six months of assignment of these duties.
  • A waiver of this six-month requirement may be granted per DOD 8140.03/8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.
  • The employee may be occasionally require travel away from the normal duty station on military or commercial aircraft to perform temporary duty assignments.
  • Minimum six months of experience with AFEKMS and KMl is highly desired; minimum one year of experience on LCM is highly desired; and minimum one year of experience on SCO-UNIX and Windows operating system is also highly desired.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Standards IOR for Information Technology Management Series, 2210 (Alternative A). There are no Group Coverage Qualification Standards for this series. This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Supervision/ Management " work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience includes demonstration of Information Technology Specialist senior level experience in the area of Communications Security Systems Administration such as: structure, content, codes internal and external interfaces, update procedures and uses of communication networks, automated systems, and databases including the planning, organizing, and directing the functions and staff of a small to medium sized organization. Experienced demonstration in the knowledge of Electronic Key Management System (EKMS) and Key Management Infrastructure (KMI) systems; user application software (UAS) programs on Tier 1, Tier 2 and Tier 3; specifically, the Local COMSEC Management System (LCMS) UAS, Common UAS, Common Tier 1 UAS, Common Tier 3 UAS and the F-22 UAS. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of COMSEC policy and procedures for the DoD; operating knowledge COMSEC equipment to include keying the equipment; knowledge of the operations/procedures for the COMSEC responsible officer, base COMSEC manager and the Common Tier one operator. These include the following: process received COMSEC material, issue/distribute COMSEC material, process cryptographic key material to include ordering from the Central Office of Records, Generate ALC 6/7 key, account for traditional key, encrypt/dec1ypt key electronic material, transfer/receive key material from secure telephones, exchange credentials with Tier O (NSA) and download key material from Tier 0. Knowledge of computer operating systems such as SCO-UNIX, Windows 7 and newer operating systems and database structures; knowledge of applicable customer services standards; and knowledge of EKMS user application software (UAS) programs on Tier 1, Tier 2 and Tier 3. Specifically the Local COMSEC Management System (LCMS) UAS, Common UAS, Common Tier I UAS, Common Tier 3 UAS and the F-22 UAS. Knowledge of procedures and precautions to be taken in the operation of key materials, and in the physical and electronic movement of EKMS materials to meet required security and safety standards; and ability to review, analyze, and evaluate EK.MS and KMI management programs and systems; and knowledge of sources, responsibilities; and means for providing assistance or advice to resolve EKMS supply and system problems. Knowledge of structure, contents, codes, internal and external interfaces, update procedures and uses of communications networks, automated systems, and databases; and ability to use office automation tools and techniques to design and generate reports, briefing materials, and comparable document. Broad knowledge of agency, AF, DoD and national-level doctrine, regulations, policies, guidelines, requirements, and initiatives related to assigned program(s) and/or project(s) and ability to plan, organize, and direct the functions and staff of a small to medium sized organization and ability to modify standard practices and techniques to solve complex interrelated problems. Skill in establishing and maintaining effective relationships, negotiating complex issues, and resolving conflicts based on mature judgment and experience; ability to maintain a computer system, equipment, and software; ability to analyze computer network, software, and hardware problems, and to refer/develop effective and economical solutions; skill in working with customers include tact, patience, and oral communications; and ability to troubleshoot hardware and software operational problems telephonically. Ability to communicate factual and procedural information clearly, both orally and in writing; and ability to maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
