The primary purpose of this position is to serve as the Air Force Insider Threat Program Manager, responsible for the overall management and execution of Air Force Insider Threat program through subordinate supervisors, program staff, contractual, and financial resources to carry out the operational duties required to meet National Insider Threat Task Force and National standards.

Duties

Serves as Air Force Insider Threat Program Manager providing executive support, representation, and subject matter expertise to the Air Force Insider Threat stakeholders, in support of the Air Force Insider Threat Program. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Enables the operational control to meet Air Force and OUSD(I) priorities and requirements through the National Insider Threat Task Force (NITTF), Minimum Standards. Provides direction to establish and execute core Insider Threat Program processes.Specific processes include but not limited to Cost/schedule/performance management tracking and execution, Financial accounting and management, spend plan development, expenditure tracking, PPBE documentation requests in support of the PMO, Operational oversight/performance monitoring, Quick reaction capability for real-world contingencies.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • The candidate must be able to obtain and maintain a Special Sensitive Security Clearance with access to sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

  • Incumbent is subject to initial and random drug testing.
  • The incumbent of this position must achieve the appropriate IA certification, IAM level 3, within six months of assignment of these duties. A waiver of this six-month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3.
  • Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.
  • The employee may be required to travel in military and/or commercial aircraft to CONUS and OCONUS locations to perform temporary duty (TDY) assignments 15-25% of the time.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Individual Occupational Requirements for Information Technology (IT) Management Series, 2210 (Alternative A) ***Salary Ranges includes local market supplement*** This is a GG-15 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-15 duties for the "Supervision/Management" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: being responsible for the overall management and execution of Air Force Insider Threat program through subordinate supervisors, program staff, contractual, and financial resources to carry out the operational duties required to meet National Insider Threat Task Force and National standards. This includes all architectural, engineering and technical requirements to support the day-to-day monitoring and operational commitments. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the Department of Defense Planning, Programming, and Budgeting System (PPBS) and policy, procedures, and schedules for developing Program Objectives Memoranda (POM), Budget Estimate Submissions (BES) as well as methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications and narratives. 2. Knowledge of U.S. and DOD Air Force Insider Threat standards, Air Force Insider Threat requirements management process, DOD services to include operational relationships and coordinated Hub synchronization efforts, U.S. and DOD exercise planning as it relates to Air Force Insider Threat services utilization, and experience in supporting requirements specification and implementation for national, multinational and DOD intelligence systems. 3. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of plans and programs for managing, planning, budgeting and executing operations utilizing diverse support structures and inter-agency cooperation on advanced concepts, principles and practices such as Network and User Monitoring; Information Sharing; Collection Management and Operations; Research, development, test and engineering; Systems integration; Cyberspace Operations; Cyberspace information assurance and security systems; Information Systems; Continuous Evaluation; Data Engineering; Planning, Programming, & Budgeting System (PPBS), acquisition, special operations, or similar operations. 4. Knowledge of a wide range of plans and programs for managing, planning, budgeting and executing intelligence and operations utilizing diverse intelligence support structures and inter-agency cooperation and practices such as Insider Threat Information Sharing systems; Special Communications; Cyberspace network protections; Information Systems; Network Monitoring; User Activity Monitoring in a high operational tempo. 5. Skilled in oral communications to present sensitive information and/or recommendations on complex matters to U.S. Air Force Senior Executive leaders and other high-ranking officials; and written communications sufficient to develop guidance, regulations and directives dealing with complex issues and maintain good working relations. 6. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for US Air Force Senior Executive leaders'/General & Flag Officers' usage and decision-making. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
