The primary purpose of this position is to serve as first level supervisor to the Department of the Air Force Counter-Insider Threat Hub as the Hub Deputy Director (Technology and Integration) and Senior Technical Advisor within the Department of the Air Force Counter-Insider Threat Hub (DAF C-InT Hub) to senior leadership of both SAF/CDM and SAF/AA staff and corresponding principles.
Duties
DUTY 1: Serves as the DAF C-InT Hub Deputy Director (Technology and Integration) overseeing and managing insider threat initiatives related to the management, evaluation, integration and sustainment of enterprise architecture, technology, and cybersecurity capabilities such as technology architectures, data operations, advanced analytics.
DUTY 2: Exercises supervisory personnel management responsibilities.
DUTY 3: Directs and assists Hub technology resources and project in interactions and engagements with Hub operational users, local and enterprise technology stakeholders (software, hardware, network, data owners, and cybersecurity) and other information and technology authorities in support of capability evaluation, integration, project management and maintenance of capabilities necessary to support day-to-day Hub operations, enabling investigations and/or inquiries to resolve insider threat-related matters, employee misconduct, or violations of law.
DUTY 4: Represents the DAF C-InT Hub at conferences and meetings and presents briefings.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
- The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
- Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft.
- Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.

- The work is primarily sedentary and performed in an office setting. Some walking, standing, bending, carrying of light items may be required in the course of the duty day.
- A degree in a related Information Technology field is highly desired.

Qualifications
This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Supervision/Management" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
BASIC REQUIREMENTS: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include mastery knowledge of enterprise architecture, software/hardware/network management and lifecycles, cybersecurity, IA, LE/CI principles, policies, products, and services, data sources, and threat assessment tools, techniques, and methodologies which enable technical and operational solutions to assess risk factors. In addition, I possess comprehensive knowledge of Insider Threat principles, policies, products and services to enable technical and operational solutions to assess risk factors, supporting mitigation procedures and processes to neutralize insider threats. Note Creditable experience may include previous military experience, experience gained in the private Sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Mastery knowledge of DAF, DoD, and Intelligence Community organizations, policies, and directives to plan, understand and develop relationships and guidance to anticipate and prepare materials required to respond to communications from external activities, as well as maintain specific knowledge of the duties and responsibilities of each of the Directorates in order to adequately provide organizational situation awareness.
2. Knowledge of the relationship of the various government entities responsible for enterprise architecture, IT, cybersecurity, and those serving as data stewards of information critical to DAF Counter-Insider Threat Hub operations; knowledge of Intelligence Oversight, the Privacy Act, and familiarity with civil liberty concerns as they relate to management of Insider Threat programs.
3. Mastery knowledge of enterprise Architecture, software/hardware/network management and lifecycles, cybersecurity, IA, LE/CI principles, policies, products, and services, data sources, and threat assessment tools, techniques, and methodologies enabling technical and operational solutions to assess risk factors.
4. Comprehensive knowledge of Insider Threat principles, policies, products, and services to enable technical and operational solutions to assess risk factors, supporting mitigation procedures and processes to neutralize the insider threat. This will include working knowledge of holistically analyzing and evaluating a threat using data sources that include, but are not limited to those containing HR, medical, psychological, and cyber information.
5. Comprehensive skills in oral communications to present sensitive information and/or recommendations on complex matters to higher authorities; skilled in written communications sufficient to develop internal procedures and directives dealing with complex issues, organize ideas and present findings in a logical manner, and to prepare material complicated by short deadlines and limited information.
6. Ability to lead strategic planning efforts; gather, assemble, analyze facts, draw conclusions, and monitor or devise recommended solutions, and package the entire process in briefings, papers, responses from security or LE/CI cases, or reports suitable for senior management use and decision-making to meet insider threat goals and objectives.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

CONDITIONS OF EMPLOYMENT CONTINUED:
Information Assurance (IA): Information assurance is a condition of employment. This position includes IA work AS A PARAMOUNT DUTY REQUIREMENT. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification, IAM level 3, within six months of assignment of these duties. A waiver of this six-month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal form this position.
