The primary purpose of this position is to provide strategic planning, capital planning and investment control, workforce planning, policy and standards development, resource management, knowledge management, architecture and infrastructure planning and management, auditing, and information security management.
Duties
DUTY 1: Plans, organizes, and directs the activities of the Operations Center (OC), ensuring compliance with legal and
regulatory requirements and meets DOD Enterprise user needs. Develops goals and objectives that integrate organization
and serves as the Deputy Chief Information Officer (D/CIO) for the Branch by enacting Chief Information Security Officer
(CISO) designated RMF tasks, Information Assurance (IA) and IT related duties by applying security principles, methods and
security products to protect and maintain the availability, integrity, confidentiality, and accountability of the operational and
mission systems.
DUTY 2: Exercises supervisory personnel management responsibilities. Directs, coordinates, advises, and provides counsel to
employees regarding policies, procedures, and directives of management.
DUTY 3: Represents organization as an expert on communications-computer systems requirements, development, testing,
installation, operations, and sustainment. Establishes, develops, and maintains effective working relationships with
organization's and DoD customers pertaining to the sustainment and acquisition of cryptologic and cyber systems.
DUTY 4: Analyzes complex operational and mission processes and/or a variety of unusual problems, questions, or
conditions relative to develop and employ command, control, and mission information, processes, and systems to
support related mission activities and performs required testing, troubleshoots, and corrects system and applications
software discrepancies.

- Position is designated special-sensitive, and incumbent must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. A non-disclosure agreement must be signed.
- Position may require temporary duty travel (TDY) using military and/or commercial transportation.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime and may require occasional 12-hour shifts.
- This position includes information assurance (IA) work as a paramount duty requirement. The incumbent of this position must achieve the appropriate IA certification, degree, or experience within six months of assignment of these duties.
- A waiver of this six-month requirement may be granted per DOD 8140.03/8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.
- This is a Critical Acquisition Position. The following are statutorily mandated requirements (Reference: 10 U.S.C. 1733 and 1737):1) Selectee must be a member of an Acquisition Corps at the time of appointment.
- 2) Selectee must execute, as a condition of appointment, a written agreement to remain in Federal Service in this position for at least three years.
- This position is emergency-essential and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment
- Key/ Mission Essential Position. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
Qualifications
In order to qualify, you must meet the Specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Standards IOR for Information Technology Management Series, 2210 (Alternative A). There are no Group Coverage Qualification Standards for this series.
This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: demonstration of knowledge in national-level doctrine, regulations, policies, guidelines, requirements, and initiatives pertaining to IT systems; knowledge of United States Cyber Command (USCYBERCOM), Cyber Readiness Inspection (CRI),Federal Information Security Management Act (FISMA), IA and Information Assurance Certification and Risk Management Framework (RMF); Design, write, test, debug and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure in the database environment, understanding the customer's business processes, and to oversee the identification of functional, operational, and performance requirements to ensure software is built to specifications. AND commercial best practices, methods and security products to protect and maintain the availability, integrity, confidentiality, and accountability of information systems resources; and knowledge of security procedures to maintain control of classified material.
Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Professional knowledge and mastery of a broad range of IT systems analysis and applications software concepts,
functions, techniques, and capabilities sufficient to evaluate new and emerging IT security methods and principles, the
feasibility of proposed new systems and applications software projects; and to design, write, test, debug and maintain
information systems and applications software and ensure successful integration with existing and anticipated infrastructure
in the database environment.
Broad knowledge of USCYBERCOM, AF, DOD and national-level doctrine, regulations, policies, guidelines,
requirements, and initiatives related to assigned program(s) and/or project(s) and ability to plan, organize, and direct the
functions and staff of a small to medium sized organization and ability to modify standard practices and techniques to solve
complex interrelated problems.
Expert knowledge of IT INFOSEC security requirements for certification and accreditation, network operations and
protocols, systems testing and evaluation, and performance management methods sufficient to plan and conduct security
accreditation reviews for installed systems or networks and assess and provide advice on new or revised security measures
and countermeasures based on the results of accreditation reviews. Knowledge of security procedures to maintain control
over classified material.
Expert knowledge of Local Area Network security requirements and techniques for protecting computer systems from
viruses, data tampering, and unauthorized system entry.
Expert knowledge of IT management information systems and applications software technology to isolate causes of
problems between hardware, system, and applications software programs and to measure system performance and/or extend
operating system capabilities to support organizational business processes and operation
Expert knowledge of IT management information systems requirements and application software development techniques
required in carrying out project assignments of considerable difficulty and with little specificity regarding approach to be
followed.
Exceptional ability in maintaining an up-to-date awareness of technological advances and predict how management can
meet future requirements.
Expert ability in communicating effectively and clearly, both orally and in writing, in order to produce technical reports,
and/or briefings; advocate and defend system security resource requirements; and maintain good working relationships.
Superb ability to analyze, plan, organize, direct, and adjust the functions and supervise, mentor, motivate, and appraise the
staff of an organization to meet program requirements and objectives within available resources.
Knowledge of safety, security, and EEO regulations, practices, and procedures.
