The primary purpose of this position is to serve as an Information Technology Specialist to provide technical and procedural customer assistance in the implementation and sustainment of the Air Force Electronic Key Management System (EKMS) and Key Management Infrastructure (KMI) for the DoD customer base.
Duties
DUTY 1: Independently advises users in all phases of the EKMS and KMI. Advises on system implementation, operations, upgrades, problem resolution and maintenance. Configures the crypto equipment.
DUTY 2: Performs as Executive Agent for the USAF Voice Call Sign (VCS) Program. Functions as controlling authority of a variety of US Air Force Voice Call-Sign systems used to in world-wide, joint/allied country configuration and categorized as the primary call-sign system used by the Air Force to operational/exercise mission.
DUTY 3: Serves as COMSEC Account Manager for a select customer group. Responsible for maintaining proper accounting, storage & security of classified COMSEC Keying Material, Equipment, and AIDS (publications).
DUTY 4: Performs trend analysis of key management issues and problems in the system hardware/software. Utilizes Help Desk job-tracker program to provide metrics in support of System Program Office (SPO) initiatives to include request for funding, software, upgrades, prioritization of workloads & projects, etc.

- Incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
- The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
- This position is an Engineering and Technical Management Practitioner Level and incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) program guidelines.
- Positions which perform information security as an inherent primary purpose of their position, Information Assurance (IA) Certification is a condition of employment. This position includes IA work as a duty requirement.
- A waiver of this six-month requirement may be granted per DOD 8140.03/8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Standards IOR for Information Technology Management Series, 2210 (Alternative A). There are no Group Coverage Qualification Standards for this series.
This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience includes demonstration of key management systems at the Tier 1, Tier 2 and Tier 3 levels. Ability to analyze and resolve Tier 1, Tier 2 and Tier 3 hardware and software operational/configuration problems; Knowledge of the operations/policy/procedures for the COMSEC responsible officer, base COMSEC manager and the Tier 1 operator. These include the following: Process received COMSEC material, issue/distribute COMSEC material, process cryptographic key material to include ordering from the Central Office of Records, Generate ALC 6/7 key, account for traditional key, encrypt/decrypt key electronic material, transfer/receive key materials from secure telephones, exchange credentials and download key material; and knowledge of security practices for ensuring the safeguarding of classified information. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Minimum six months of experience is required.
Knowledge of security practices for ensuring the safeguarding of classified information.
Skills required in working with customers include tact, patience, and oral communications. Ability to troubleshoot hardware and software operational problems telephonically. Knowledge of applicable customer services standards. Ability to maintain good working relationships
Ability to review, analyze, and evaluate key management programs and systems.
Ability to maintain a computer system, equipment, and software. Ability to analyze computer network, software, and hardware problems, and to refer/develop effective economical solutions. Ability to train users on computer systems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
