The USITC is a small independent Federal agency that adjudicates import injury cases and provides the President and Congress with high quality analysis and technical support on international trade, tariff, and competitiveness issues. We are seeking a highly qualified individual, with proven managerial and technical expertise who will assist the CFO in the accomplishment of the organization's mission.
Duties
The incumbent serves as the Deputy Chief Financial Officer for the Office of the Chief Financial Officer (OCFO) and has primary responsibility for the development of agency-wide financial and accounting policies, principles, standards, and procedures; provides subject matter expertise on financial management policy and procedures; performs in a leadership and coordination role within the Office of CFO; and issues and communicates policies and procedures to the agency.
The incumbent must have demonstrated senior level experience in leading the Commission's executive financial management staff in the development of Commission-wide financial management policies and procedures.
The incumbent supports the day-to-day operations of the Office of the CFO in carrying out assigned responsibilities.
Through subordinate managers, the incumbent is responsible for the activities of the office's subordinate staff offices. These offices are engaged in providing agency-wide financial services.
The incumbent provides leadership for the execution of policies and procedures affecting financial management, financial controls, cash management, and debt and credit management, prompt payment of vendors in accordance with the Prompt Payment Act, contract activities, financial statement presentation, financial reporting, and other key financial management initiatives of the OCFO.
The incumbent provides leadership in the development and maintenance of agency-wide accounting principles and standards including the development of detailed accounting procedures necessary to implement financial requirements and policies which are issued under the Financial
Management Manual and related Manual issuances from the OCFO. Also, provide leadership in the preparation and independent audit of the annual financial statements.

Qualifications

Basic Requirement:
Education: Applicants must show successful completion of a full four-year course of study in an accredited college or university leading to a bachelor's or higher degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester/36 quarter hours in accounting. To show that you meet this requirement, you are required to submit a copy of your transcript as part of your application package.
OR
Combination of experience and education: Proof of at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements

Minimum Experience Requirements:
To minimally qualify at the GS-15, you must have one full year of specialized experience equivalent to the GS-14 level or higher in the Federal service. Specialized experience is defined as experience in the accounting and auditing fields, sufficient to show a normal level of progression and senior level knowledge of the occupation. It should include: experience in managing staff; experience accounting leadership in a Federal agency; experience in audit leadership in a Federal agency; experience in planning and managing financial and internal audits; experience in formulating short and long-term strategies across work units that communicate a broad perspective on how to achieve organizational goals and vision; and experience with staff to set clearly defined work expectations for the work unit, teams and individuals that are aligned with the organization's objectives.

MANDATORY PROFESSIONAL CERTIFICATION:
Must possess a current certification as a CPA or CGFM. To show that you meet this requirement, you are required to submit a copy of your CURRENT license (copy of the certificate and the issuing state renewal form) as part of your application package.
Experience refers to paid and unpaid experience, including volunteer work done through national service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
