About the Position: Responsible for scheduling matters and providing support in the full spectrum of construction contract administration from contract planning to both pre/post contract award. Perform tasks and/or projects that involve many highly complicated and interrelated construction features and contract issues.

Duties
Conduct construction schedule analysis and impacts in a variety of construction contracts (firm fixed price; indefinite delivery/indefinite quantity; job order contracting (JOC).
Conduct construction schedule analysis and impacts on advanced contract administration matters like cost or pricing data (Truth in Negotiations Act).
Provide detailed analysis of project progress, project close-out activities, and other activities relating to the project and makes appropriate recommendations to improve project delivery.
Use state-of-the art software tools and computer programs in the development and analysis of project schedule coordination and integration for the planning and construction of multiple projects to advise Construction and Contracting personnel.
Develop and maintain contract and construction schedule policy for utilization on Mega-Project, MILCON, OMA, Operations, HTRW, and Civil Works projects.
Implement the merging of multiple project schedules into the official PRIMAVERA P6 project schedule.
Perform data traces to confirm that sub-tier contractor schedules are accurately networked and incorporated into the prime Contractor and the overall program schedules.
Analyze data obtained by utilizing government Primavera or Architect-Engineer (AE) firm/customer analytical tools of contractor construction claims.
Assess appropriateness of completion criteria developed to measure the maturity of a process, milestones or technical program event.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- TDY required up to 25% of the time for this position.
- Incumbent must possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- The incumbent must submit recurring Confidential Financial Disclosure Reports (OGE-450) upon entering the position and annually thereafter in accordance with DoD Directive 5500-7-R.

Specialized Experience: One year of specialized experience which includes scheduling construction services in the Primavera P6 Professional automation system; AND conducting construction schedule analysis to determine time and cost impacts in support of construction project modifications and claims. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12 or above).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
