Duties

To serve as Technical Advisor providing technical management of functions within AF/A2/6UZ under guidance of its Director, ensuring that the organization complies with legal and regulatory requirements and meets customer needs. Communicates with DoD, Service, IC and Interagency senior decision-makers on CAP force structure and capability issues. Communicates on a routine basis with the Deputy Chief of Staff for Intelligence, Surveillance, Reconnaissance and Cyber Effects Operations and Assistant Deputy Chief of Staff, Intelligence, Surveillance and Reconnaissance, key members of the IC and Interagency and senior Service leaders and decision makers on CAP related issues, policy, and governance. Represents HAF with a variety of installation and functional area organizations. Establishes, develops, and maintains effective technical working relationships with the office of the Secretary of the Air Force, the office of the Chief of Staff and Vice Chief of Staff, to provide Executive Agent updates to senior decision-makers on CAP issues; coordinates under direction of the Director, with DNI-owned CAPs delegated to the Air Force for execution. Serves as the Director's Subject Matter Expert for the day-to-day execution of CAP integration initiatives. Coordinates with the Intelligence Community CAP Mission Managers and programs on the day-to-day integration of DNI-owned intelligence CAPs that are delegated to the AF/A2/6 for execution. Ensures intelligence CAPs are postured to support CSAF and SECAF initiatives/requirements.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.

  • This is a Defense Civilian Intelligence Personnel System (DCIPS) position.
  • Must have a valid driver's license to operate vehicles.

Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Senior" work category are at the " Supervision/Management " work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include a mastery knowledge of a major area of security specialization with demonstrated skill of security administration programs, comprehensive knowledge of security policy requirements to function as technical authorities in assignments requiring the application of theories and developments to security problems not susceptible to treatment by accepted security methods, technology and procedures; knowledge in resolving major conflicts in policy and program objectives. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Extensive knowledge of National Sensitive Compartmented Information Security Policy. Knowledge of the National Intelligence Program and Military Intelligence Program process. Knowledge of information, physical, personnel, automated information systems, industrial security programs, collateral security and information protect operations policies and personnel administrative requirements. Skill and ability to research, analyze, interpret, and apply rules, regulations, and procedures and make recommendations. Ability to communicate both orally and in writing. Ability to identify problems and develop innovative solutions. Ability to work independently. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
