The organizational location of this position is: AFELM DOD PROJ OFF DO AA70, BOLLING AFB DC The primary purpose of this position is: To serve as the Chief of Security for the AF Sensitive Activities Office (SAO), to protect from espionage, terrorism, and threats of unauthorized disclosure and/or compromise of information or material considered vital to enterprise and enterprise mission interests.

Duties

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Supervisor/Management" work category are at the "Full Performance" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. ***Salary Ranges shown includes local market supplement *** Duties: Administers the SAO Information Security Program protecting the enterprise from espionage, terrorism, and threats of unauthorized disclosure and/or compromise of Collateral, SCI, and SAP national security information or material considered vital to enterprise mission interests, national defense or national security Directs the Personnel Security Program to ensure secure accomplishment of the enterprise's missions, goals and objectives through proactive application of security principles, policies, and practices ensuring the protection of Collateral, SCI, and SAP national security information. Provides oversight, implements and administers the Physical Security Programs for the protection of classified Collateral, SCI, and SAP national security information. Exercises supervisory personnel management responsibilities Manages the Industrial Security Program.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designated SPECIAL -SENTIVE l- and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
  • If authorized, PCS will be paid IAW JTR and AF Regulations. If receiving an authorized PCS, you may be subject to completing/signing a CONUS agreement. More information on PCS requirements, may be found at: https://afciviliancareers.com/regulatory/
  • This posn is subject to provisions of the DoD Priority Placement Program

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program.

Qualifications

CONDITION OF EMPLOYMENT CON'T Department of Defense Security Fundamentals Professional Certification and Security Asset Protection Professional Certification conferrals are required within 2 years of the established incumbent EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative. This certification requirement only applies to incumbents hired onto this position on or after 14 March 2016. Incumbent employees assigned on or before 13 March 2016 are not required to obtain the DoD certification(s) listed above. In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. SPECIALIZEDEXPERIENCE: Your resume must reflect quality level experience which demonstrates the possession of the knowledge, skills, abilities and competencies necessary for successful job performance required for this position. Quality experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Examples of creditable experience include: Mastery knowledge of a wide range of security concepts, principles, regulations, and guidelines relating to security administration, disclosure of classified information, information security, physical security, SAP security, personnel security, anti-terrorism and special security operations to apply knowledge of difficult and complex work assignments and the development of new methods, approaches, or procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. Knowledge of security program interrelationships to coordinate the objectives and plans of two or more specialized programs to support and promote information sharing and strategies. Skill to interpret a variety of security program laws, directives, regulations, and guidance to assist staff in establishing and operating internal security programs. Knowledge of security procedures to handle, protect and maintain control of TS/SCI/SAP classified material and media. Skill in the use of analytical principles, practices, and techniques to review, evaluate, and apply several alternatives according to the security requirements for highly specific situations, availability of materials, relationships with other protective programs, and cost/benefit considerations. Ability to communicate orally and in writing, clearly, concisely, and accurately to a large range of audiences. Ability to establish effective professional working relationships with coworkers, customers, and other agencies contributing to a cooperative working environment and successful accomplishment of the mission. Expert knowledge of USAF and DoD sensitive activities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
