The position is located in Office of Policy and Program Support, Office of Private Sector Exchange, Bureau of Educational and Cultural Affairs (ECA/EC/P/RA), Department of State (DOS). The incumbent leads the Regulatory Affairs team which provides regulatory analysis, policy recommendations and collaborates with all ECA/EC offices to identify and prioritize the need to clarify and update guidance, policy, and/or regulations.
Duties
Serves as an authoritative policy advisor to stakeholders throughout the Department, as well as other participants in exchange program activities and furnishes technical interpretations and explanations regarding program regulations.
Provides explanation of program regulations and domestic laws regarding designated programs and participants. Determines requirements for new/revised policies in compliance with new and existing statutes, agreements and governmental policies.
Carries out various duties and responsibilities typical of a first level supervisor in DoS such as planning the work to be accomplished by subordinates; evaluating work performance by subordinates; and, assigning work to subordinates.
Conducts research to determine the need for and implications of new policies and/or regulations. Examines legislation and initiatives proposed by Congress and others; formulates the Department’s and/or ECA’s position related to such initiatives.
Oversees the development of regulations, policy papers, EVP regulatory documents, and briefing papers. Develops policy recommendations on EVP activities and initiatives. Evaluates new approaches to improving work processes and services.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience developing, coordinating, and implementing internal control policies, procedures, methodologies and assessments of a program's operations and processes.
Experience providing policy guidance and direction on the regulations, and policies governing programs.
Experience overseeing the development of regulations, policy papers, regulatory documents, information collections, and briefing papers.
Experience evaluating new approaches to improving work processes and services provided by the organization.
There is no substitute of education for specialized experience for the GS-14 position.
