The incumbent serves as a Senior Management Analyst in the Office of the Under Secretary for Benefits, Veterans Benefits Administration, Office of Executive Review (OER). The incumbent of this position performs a variety of analytical, planning, and evaluative, and advisory work related to the coordination and management of Veterans Benefits Administration's (VBA) legislative functions and executive communications, including facilitating responses to Congressional inquiries.

Duties

Specific duties include: Independently manages highly complex tasks, requiring coordination of multiple documents and inputs from a variety of offices and VBA managers, arising under any area within OER's responsibility, including correspondence with Congressional offices, legislative issues or monitoring of VBA legislative or regulatory actions. Ensures VBA response to all formal or informal inquiries, including official correspondence, is timely and accurate. Reviews all requests for information, determines the required level of involvement, and refers issues to the appropriate managers. Reviews submitted responses from business lines for completeness, as well as technical and substantive compliance with management and department policies. Consolidates VBA comments and position documents for approval by senior leadership. Reviews responses, proposals and actions requiring the approval of the Deputy Chief of Staff/Chief of Staff, including development or compilation of complex and sensitive documents, such as equitable relief packages. Performs necessary research and contacts key officials within and outside VBA to clarify, request or collect needed data. Determines impact of proposals and makes appropriate recommendations. Follows up on issues as necessary to ensure that appropriate action is implemented timely. Ensures timely VBA and/or VA-wide concurrence on assigned matters by tracking the documents through the concurrence process. This requires a high degree of objectivity and original thinking to identify, eliminate, or reconcile conflicts between organizations. For example, the incumbent may be required to facilitate resolution of intra-agency conflicts concerning how particular VBA programs operate; resolve practical concerns between VBA program offices both in central office and in the field, etc. This may require frequent telephone, e-mail, or face-to-face contact with other offices. Serves as member or leader of cross organizational teams or task forces within VBA and VA. May act as representative of VBA and present VBA's position on VA-wide initiatives. Briefs management on activities of the team or task force. The incumbent will assist in training and development of less senior members of the staff and may be asked to review their work or serve as a "team leader." Represents VBA or OER at meetings and planning conferences with representatives from program offices, including program office leadership, OCLA, OGC, Executive Secretariat, the Office of Management and Budget and other agencies, as needed. Topics may include legislative initiatives, VBA regulations, official correspondence, information collection, and forms development and management. Tracks legislation through Congressional processes, using a variety of methods, including liaison with OCLA, OGC, and OMB; review of resource materials, such as Congress.gov or Congressional Quarterly. Reports to management on significant activity on legislation that impacts VBA. Analyzes policy implications and briefs senior management on possible courses of action. Coordinates and develops testimony, including soliciting and assisting in the development of VBA positions on proposed legislation, by working with senior management. Assists in preparation of the Under Secretary for Benefits and other VBA management for appearances before Congress. Prepares internal briefing materials, such as briefing books and slides. Coordinates development of VBA responses to requests for positions on externally developed legislation and monitors Congressional action on legislation affecting VBA. Provides management with timely reports on status of all legislation that may affect VBA programs. Participates in any or all phases of organizational and management matters concerning activities of VBA. Develops and recommends effective and efficient internal management controls and administrative practices for the Office of the Chief of Staff. Assists in development or revision of OER program policies and procedures, including procedures to ensure quality of products, and to identify, prevent and correct unsatisfactory conditions and elements which influence the correctness and responsiveness of transactions and services. Performs quality assurance work that involves systematic prevention of defects, nonconformance to policy and standards, identification of unsatisfactory trends and conditions, and correction of factors that may contribute to defective work processes or products. To qualify for this position, applicants must meet all requirements by the closing date of this announcement:11/06/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A). To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-14 position you must have served 52 weeks at the GS-13 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-14 Grade Level: Specialized Experience: Specialized Experience: Experience in working with a senior leader or executive team coordinating and providing technical advice and guidance on VA benefits, services, programs, and/or goals. This experience would typically include, but not be limited to (1) Researching, interpreting, and applying VA laws, policies, and processes; (2) developing, analyzing, and editing documents and deliverables for internal and external stakeholders; (3) experience working on analytical, planning, and advisory work relating to legislative and congressional functions (4) providing oversight of programs, projects, policies relating to any facet of VA operations and developing and recommending appropriate actions to improve efficiency and/or effectiveness. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is sedentary. Some work may require walking and standing in conjunction with attending meetings and conferences. Work may require carrying light items such as papers, books, or small parts. The work does not require any special physical effort.
