About the Position: This position is located at Yuma Proving Ground, AZ.
Duties
Serves as the Chief of Installation Human Resources (S1) with supervision and responsibility for a wide variety of human capital activities.
Oversees the development, review, analysis, and coordination of and provides advice to management concerning various Human Resources (HR) support functions
Provides advice, guidance and status on a frequent basis directly to the Garrison Manager, Deputy Garrison Manager and Directors on matters pertaining to leadership development, manpower management
Participates in development of long-range operational program plans with garrison management and key operation officials of the installation and tenant organizations.
Incumbent serves as liaison with higher headquarters and Civilian Human Resources Agency (CHRA) personnel to obtain, clarify, or submit information pertinent to HR issues or any special projects assigned.
Assist managers with local implementation of civilian personnel changes and initiatives required by higher authorities.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties MAY required unless previously complete.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Specialized Experience: One year of specialized experience which includes: assisting in implementing Human Resources (HR) programs and policies to align with organizational requirements; reviewing policies and procedures to determine the impact on operations; implementing workforce development methods for the assessment and improvement on program effectiveness AND participating in providing guidance to organizational managers concerning civilian personnel directives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
