You will serve as a CONSTRUCTION MANAGEMENT SPECIALIST in the NAVAFAC FACILITIES ENGINEERING AND ACQUISITIONS DIVISION of NAVAL FACILITIES ENG COMMAND MARIANAS.
Duties
You will be responsible for enforcement of all technical and administrative provisions of assigned construction contracts.
You will be required to be in accordance with all applicable Federal, State, DoD, Navy, NAVFAC and other agency laws, guidance, policy and procedures.
You will represent the Facilities Engineering and Acquisition Division (FEAD) Resident Officer in Charge of Construction (ROICC)(OICC) as the technical representative in matters involving contract modification and claims.
You will have open communication between, and due diligence of, the Contracting Officer, the COR, COR management, the requiring activity, and the contractor in contract surveillance.
You will provide assistance and technical guidance to other construction managers and to construction engineers/architects, or other NAVFAC business/support lines.

- This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
- If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.

- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Qualifications
GS-13:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:performing administrative work to provide material, services, equipment, and contract support for construction projects; negotiating and administering construction contracts to ensure specifications and quality assurance are in compliance; overseeing maintenance and construction projects (e.g., estimating, planning, execution) to provide quality, timeliness, and cost effectiveness of facilities maintenance projects and services; and 4) utilizing the principles, methods, and tools of quality assurance, quality control, process improvement, and reliability used to ensure that a project, system, or product meets requirements and standards.
GS-12:
