Duties
Manages all phases of petroleum logistics to include ordering, distribution, and inventory management of bulk aviation, navy, and ground fuel, and additive support for DoD customers.
Develops and monitors highly complex, top-level programs/projects and controversial issues in support of DLA Energy initiatives.
Optimizes the functional strategic energy program, process improvement initiatives, and the development and implementation of policies and procedures for pipeline and fuel distribution operations.
Plans and conducts analysis in relation to DLA Energy program areas, determining the need for processes changes in relation to the continuing change in mission and operational requirements.
Establishes quantitative parameters for strategic energy initiative process execution, determines resource needs, evaluates impact of resource constraints, and recommends action for management approval.
Develops program initiatives to meet DLA Energy priorities, establishing and executing project plans for initiatives while focusing on meeting objectives for unique missions and functions assigned to DLA Energy.

Qualifications
To qualify for an Operations Analyst, your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Analyzing, evaluating, and conducting objective critical assessments of operations, administrative programs, and services to ensure projects, both in development and existing, are effective and in conformance with the overall goals and objectives of the organization.
Provide strategic advice and consultation to leadership on the development, implementation, and evaluation of chances and improvements to existing operations, systems, and procedures.
Knowledge of wartime and emergency bulk petroleum logistics doctrines, organization and planning systems, policies, procedures, and regulations.
Experience and understanding of the commercial petroleum industry and military petroleum distributions systems.
