The primary purpose of this position is: to serve as the Joint Interface Control Cell (JICC) Systems Engineer, 36th WG OPS Center (WOC), 11th Air Force (11 AF), Andersen AFB, Guam. The incumbent is the 36th WG JICC Systems Engineer and implements data link initiatives and provides a framework to ensure the capture, harnessing and exploitation of intellectual capital.
Duties
Develops comprehensive plans to meet the requirements of the WOC objectives.
System Integrator and Manager for 36th WOC JICC systems.
Provides expertise, training, and advice on all aspects of JICC systems.
Plans and schedules communications and related equipment installations.

- Experience as a project manager responsible for all new data link systems of a WOC or AOC; to include, but not limited to: JRE, JADSI, LVT, RM, JSS and other computer related hardware is highly desired.

Must be able to obtain and maintain a Top Secret, Sensitive Compartmented Information (SCI) Security Clearance. This position is designated Special Sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
Key: This position is designated as a Key Position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternatives for filling the position during an emergency are not available.
Mission Essential: This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of command structure, missions, programs, and organizational relationships, in addition to an understanding of strategic planning and business case analysis; devising plans and methods that reach higher echelon strategic plans that are supported by the mission; knowledge of the Combined and Joint Command missions, terminology, instructional processes, organizational relationships of operational forces; and thorough knowledge of data link technical processes to leverage Information Systems (IS) to develop guidelines and plans for the effective utilization of data link technology resources.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of data link concepts, principles, and practices of specific systems/equipment listed: Joint Air Defense System Integrator (JADSI), Joint Range Extension Gateway (JRE), Joint Support System (JSS), Link Management System (LMS), Multi-Frequency Link (MFL), Multifunctional Information Distribution System (MIDS), Low Volume Terminal (LVT), Situational Awareness Data Link (SADL), Advanced Fusion Tracking System (AFTS), Cross Domain Solution (CDS), Radiant Mercury (RM), and associated equipment.
2. Knowledge of a wide range of management programs, operations, directives, and procedures which include data link principles, information management functions and knowledge services, and basic database and data management principles.
3. Project management skills to include ability to analyze problems, establish objectives, collect data, conduct all other aspects of assigned studies and projects, assess and monitor progress, develop economical solutions and present findings in reports and briefings.
4. Ability to plan, organize, direct, and monitor complex life-cycle management of information directly related to data link systems and processes.
5. Ability to recognize interrelationships of various aspects of operating programs and skill in integrating and analyzing such information in order to evaluate overall program effectiveness.
6. Ability to effectively communicate orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
