This vacancy is for a Management Analyst in the Office of the Secretary within the Department of Commerce. As a Management Analyst, you will perform the following duties associated with overseeing and executing administrative management functions for various administrative program areas, such as recruitment and staffing, performance/awards, training, and time and attendance.

Duties

As a Management Analyst, you will perform the following duties: Provide advice, guidance, and oversight to all levels of management and staff on matters involving the full range of personnel management and administrative management policies and procedures. Accomplish and coordinate the daily operations of human resource management and administrative issues including recruitment, merit promotions and placement, position management and classification, performance management/awards, employee benefit programs, labor and employee relations, training, records management, and other administrative functions. Serve as liaison between management and human resources staff on issues regarding personnel management and position management policy, procedures and other matters affecting division administrative programs. Research and develop policy and procedures on a wide variety of administrative issues, including recruitment, staffing, position management, records management, etc. This Job Opportunity Announcement may be used to fill other Management Analyst ZA-0343-4 (FPL:04) positions within the Department of Commerce in the same geographical location with the same qualifications and specialized experience. Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/ Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This position is being filled under the DOC Alternative Personnel System (CAPS). The system replaced the Federal GS pay plan structure. Under CAPS, positions are classified by career, pay plan, and pay band. Non supervisory positions cap out at interval 3 of the band. The ZA-IV is equivalent to the GS-13/14 grade levels. To qualify at the ZA-IV or GS-13/14 level: You must possess one full year (52 weeks) of specialized experience equivalent to the ZA-III or GS-12 in the Federal service or its non-Federal equivalent. Specialized experience is defined as: 1. Overseeing and/or coordinating personnel management and administrative program operations specifically related to at least four of the following areas: position management, recruitment, on-boarding, staffing, performance management, awards, personnel/payroll operations, training, and/or records management. 2. Using automated systems to monitor administrative activities and/or generate management reports. 3. Advising various levels of employees and managers on administrative and/or personnel related policies, research findings, and/or procedural inquiries employment.
