About the Position: The position is located in the Army Contracting Command in Orlando, Florida. ACC-Orlando. ACC consists of government civilians, military personnel and contractor teams.
Duties
Serves as a Senior Procurement Policy Analyst responsible for the analysis and evaluation of contracting matters and the initiation, development and recommendation of contracting policies, procedures, and guidance for contracting divisions.
Reviews contractual documents to ensure compliance with regulations, policies, and sound business practices.
Provides guidance/training for contracting policies and procedures including, systems and service contracting, acquisition plans, business clearances, Justification/ Approvals, contract types, pre award, post award, and contract administration.
Develops and issues contracting policy to the ACCORL Acquisition Workforce.
Develops position papers relating to various phases of contracting, initiatives, and best practices.
Identifies and analyzes procurement issues and assesses impact on local procedures.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- The position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.
- This position requires Level III certification in the Acquisition Career Field (Contracting) or the incumbent must be to obtain certification within 24 months of appointment.
- Back To Basics Update:
This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Contracting Professional-C) certification within 36 months as of entrance on duty.
- The duties of this position require occasional temporary duty (TDY) travel up to 15% of the time.
Note: May be required to travel within the U. S. and overseas by commercial aircraft.

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below for specialized experience.
Specialized Experience:
Applicant must have at least one year of specialized experience at the NH-02 (GS-11, or equivalent) level in the Federal Service that includes: 1. Participate in acquisition plans, acquisition strategy and/or method of solicitation to determine the most suitable type of contract and projected lead time; 2. Provide strategic direction for resolution of mission critical problems, policies, and procedures; and 3. Review and approve negotiation positions to assure that applicable regulatory provisions and procedural requirements are satisfied.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11).

This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
