About the Position: The position is located in the Army Contracting Command in Orlando, Florida. ACC-Orlando is a $2 billion acquisition agency and a contracting center of excellence focusing on customer satisfaction, innovative and flexible business practices.
Duties
Serves as the lead advisor on policy issues, performs analysis and provides assistance to the command acquisition workforce.
Utilizes various automated systems for statistical and other reports on aspects of contracting, such as workload analysis, trends analyses and contracting initiatives.
Develops and issues guidance to explain regulatory and policy changes.
Researches acquisition policy and guidance changes to implement new work methods and innovative ideas.
Serves as the ACC-ORL Ombudsman to review complaints from the contractors under multiple award task or delivery order contracts to ensure fair opportunity is achieve.
Prepares written reports and briefs for appropriate officials.
Ascertains whether procurement laws, regulations, policies and best practices are being followed to review contract actions of all types, identify applicable business processes and documentation trends.
Utilizes expert knowledge and interpretation of Federal law, departmental, agency, and local regulations, policies and procedures for various types of contracting methodology.
Serves as lead advisor on special interest teams, such as a Procurement Management Review, Source Selection Peer Review, which will provide training, assistance, etc.
Performs the full range of administrative and technical supervisory duties.
Supports an understanding of the Organization's Affirmative Action/EEO Program.
Assigns work and establishes priorities; evaluates performance of subordinates; gives advice, counsel, and/or instruction to subordinates on both work and administrative matters; interviews and recommends selections of candidates for positions.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.
- This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- The duties of this position require occasional temporary duty (TDY) travel.
- This position is designated as Mission Essential. Employee can be required to remain on duty or report for duty during contingency operations or other emergency situations.
- Acquisition Back To Basics:
This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Contracting Professional-C) certification within 36 months as of entrance on duty.
- This position is Critical Acquisition Position. Incumbent must meet the requirements for CAP. Note: Acquisition Corps membership is no longer required for Critical Acquisition Positions (CAP) and requests for waivers will no longer be excepted.
- This is a Critical Acquisition Position (CAP). This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position is subject to organizational compensation limits as identified in the organization’s CCAS business rules or separate compensation management strategy.
- This position requires certification per Federal Acquisition Regulation (FAR) and its supplements necessary to obtain a Contracting Officer Warrant.

Specialized Experience:
In order to qualify for this position, an applicant's resume must have at least one year of specialized experience equivalent to the NH-03 (GS-13 equivalent) grade level in the Federal service which includes: 1). Managing procurement aspects of an acquisition program and act as the liaison between various internal/external contacts; 2). Reviewing and evaluating procurement statutes and regulations and/or contracting methods, policies, and procedures to participate in pre-award and/or post award procurement actions; 3). Interpreting policy statements to apply procurement principles and technical/program requirements to ensure the acquisition and milestone documentation are reflected and integrated into the resulting contracting and procurement actions; 4). Analyzing command metrics to assist in achieving established goals related to the acquisition and procurement process; and 5). Delivering briefings to provide procurement recommendations that affect the content, interpretation, or development of complex, long-range, or interrelated contracting programs
This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (NH-03 or GS-13).

This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
