About the Position: The position is located in the Army Contracting Command in Orlando, Florida. ACC-Orlando is a $2 billion acquisition agency and a contracting center of excellence focusing on customer satisfaction, innovative and flexible business practices.

Duties

Serves as lead in tracking, collecting, analyzing, synthesizing and assimilating acquisition related information/data to produce reports, studies, information papers, briefings, etc. Monitors, reviews, and analyzes compliance of programs relating to Army, AMC, and Command metrics. Establishes, monitors and analyzes Center metrics to assist in achieving established goals related to the acquisition and procurement process. Interprets, analyzes, and correlates large amounts of narrative and statistical information and prepares and presents briefing. Analyzes impact of contracting operations support reports and other information received and provides situational awareness and recommendations to senior leaders, sufficient to permit informed decision-making. Directs and manages efforts to research, analyze, develop, and/or implement initiatives designed to improve contract planning, processing and administrative practices. Initiates and directs actions to be taken to resolve specific problem areas, or incidents thereof, and furnishes technical advice on the adequacy or feasibility of initiatives and recommendations in contract operations support. Develops and/or defines goals and objectives and scope of responsibilities for subordinates. Plans, assigns, and evaluates work; sets and adjusts priorities for subordinates.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • The duties of this position require occasional temporary duty (TDY) travel.
  • Acquisition Back To Basics: This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Contracting Professional-C) certification within 36 months as of entrance on duty.
  • This position is Critical Acquisition Position. Incumbent must meet the requirements for CAP. Note: Acquisition Corps membership is no longer required for Critical Acquisition Positions (CAP) and requests for waivers will no longer be excepted.
  • This is a Critical Acquisition Position (CAP). This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • The position is SPECIAL-SENSITIVE (SS)/HIGH RISK requiring a Top-Secret/SCI security clearance or the incumbent must be able to obtain and maintain a Top-Secret/SCI clearance.
  • This position meets the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position is subject to a pre-employment screening, and random testing thereafter.
  • This position requires signature of DA Form 5019 (Condition of Employment For Certain Civilian Positions Identified Critical Under the Department of the Army Drug-Free Federal Workplace Program) and must pass urinalysis testing prior to placement.
