Duties

You will carry-out the full range of supervisory management functions. You will work with all subordinate personnel in developing reasonable performance goals which both enhance/challenge individual professional standing and which support program and higher-level objectives. You will identify opportunities for professional training and advancement through educational enrichment. You will support the development of acquisition strategies compliant with DoD/DON regulations and policy; plan and coordinate the execution of acquisition processes and reporting procedures. You will provide oversight and coordination of program reviews (e.g., Milestone (MS), Interim Progress Review (IPR), and Program Management Reviews). You will lead integrated master scheduling, risk processes and tools to comply with statutory and regulatory acquisition policies. You will oversee risk mitigation planning to implement internal controls during program and project lifecycles. You will apply risk management principles to assess and mitigate acquisition and program execution deficiencies.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position is covered under Public Law 114-264, the Program Management Improvement Accountability Act (PMIAA).
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Lead and manage the integration of program requirements, program planning/execution, and lifecycle management activities in support of an IT program's portfolio of acquisitions.
