This position serves as a Staff Assistant to the Executive Assistant (EA) to the VHA Chief Informatics Officer, who is responsible for the Office of Health Informatics (OHI). The Chief Informatics Officer for OHI directs the Office to lead the deployment of innovative, secure health data systems. OHI is responsible to serve the health information needs of stakeholders, which include Veterans and their families, clinicians, and health system leaders at the local and national levels.
Duties

Major duties include but are not limited to:
Serves as a staff liaison for the Executive support team and the OHI Division Directors, coordinating priorities and meetings among senior staff, and acts as a frontline liaison handling communication with persons and groups within and outside of the organization and Office.
The incumbent receives and screens visitors, in person, virtually and via telephone, from a wide spectrum of individuals and organizations, as well as UPS and USPS mail delivery and parcels, and distributes and manages these timely.
Answers office telephone calls and provides advice to the field through telephone consultation and seeks appropriate resources to assist with information that may be needed.
The incumbent serves as a link between OHI senior leadership staff and key offices within VA and VHA, other Federal agencies, and a wide variety of external groups and organizations, including the media.
Incumbent would be the lead person and work with the EA in providing training to new employees in similar-type roles in the organization.
Incumbent's contacts include EA s, Staff Assistants, and or Health System Specialists in VHA program offices, Veterans Integrated Service Network offices, VAMCs, and other administrative staff to the senior officials such as USH; may also work with assistants or advisors to Executive Directors of external organizations such as the Department of Defense, etc.
Provides technical support to virtual meetings using appropriate enterprise software applications and/or video conferencing technology and supports in person meetings held at VACO buildings or offsite.
Provides technical support to Chief Informatics Officer, EA, and as needed to other senior management including electronic meeting management (Teams), SharePoint administration, publishing software, graphic design, etc.
Uses appropriate electronic systems to manage flow of documents and processes. Develops and maintains knowledge management solutions based on business and functional requirements, using appropriate SharePoint based solutions, or other platforms including LEAF, VIEWS, Office365, and other systems.
Coordinates/prepares/edits reports, briefing materials, white papers and other correspondence for senior leadership to aid in discussions and/or official presentations with stakeholders internal and external to OHI.
Develops agendas and takes minutes for meetings. Develops action items for groups and activities within the scope of OHI
Develops background information and prepares outlines for the Chief Informatics Officer's public speaking engagements, papers, and correspondence reports.
Analyzes current administrative workflows, recommends improvement, and implements changes to facilitate improvement to flow of work within the office.
Performs planning and analysis assignments regarding administrative needs and services of the office and develops long-range plans and recommendations to complicated administrative/office problems to promote effective operation of the organization.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/12/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
General knowledge and understanding of the missions, organizations, programs, and requirements of health care delivery systems in general and in the country at large.
Knowledge of analytical and evaluative methods and/or technology to develop, monitor, and analyze applicable data to track and assess the efficiency and effectiveness of programs.
Demonstrated proficiency with Microsoft Office Suite software.
Experience in displaying the utmost tact, diplomacy, discretion and courtesy in interactions with people at all levels within and external to VA.
Demonstrated proficiency in writing skills in order to write reports, prepare briefing materials, and to influence and implement strategic initiatives, and assimilate relevant data for dissemination.
Demonstrated proficiency in oral communication skills in order to present information to senior management and to influence and implement office operations initiatives and assimilate relevant data for dissemination. OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education directly related to the work of the Management and Program Analyst position, which may be substituted to meet the experience requirements for GS-9 position.
GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
