Duties
This Information Technology Specialist position is located Enterprise Support, Information Technology, Operations & Engineering Division, Project Engineering Services Branch, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Supports a variety of information technology (IT) infrastructure operations, engineering, and system projects such as installation of new operational technical environments or engineering support of various systems capabilities, patches, upgrades and releases using advanced knowledge and experience.
Serves as the Project Lead for work necessary to design, implement, maintain or modify information technology systems that are critical to the success of TSA. Employs standard project management practices in conjunction with the indicated technical knowledge and experience.
Leads support functions and promotes the protection of the IT infrastructure by incorporating IT security and cybersecurity requirements, technologies, and processes into all engineering projects and activities.
Performs technical analysis and reviews a wide range of information systems in terms of design, development, implementation, approval and periodic evaluation as well as providing a variety of operational systems to the TSA with minimal supervision. Develops, implements and tests systems to evaluate compliance with specifications and requirements.
Monitors contractor progress, policies, procedures, techniques, methods and management controls affecting TSA hardware, software and the overall concept of operations. Ensures the TSA IT operating environment is performing optimally and provides oversight and management of vendors during incidents and outages to ensure accurate and timely resolution as well as providing customer support coordination to support timely resolution of outstanding performance issues.
Note: The duties are at the full SV-I performance level.
Qualifications
To qualify at the SV-I (GS-13) grade level: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the SV-H (GS-12) in the Federal service. Specialized experience MUST include all the following:
Expertise in the design, development and management of diverse large and complex hybrid IT systems and network environments to extend, optimize or enhance existing or new IT architecture(s)
Knowledge that supports the appropriate utilization of security measures in the coordination and implementation of network security to protect data, software and hardware
Ability to identify, recommend, implement and manage approved solutions to address technical, security and operational requirements leveraging various IT services e.g. Cloud (IaaS/PaaS/SaaS), Storage/SAN, BUR, Microsoft/WinTel.
Experience managing complex projects to meet mission requirements leveraging their extensive technical background with existing or new technologies.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
