This position is located in the Bureau of Global Talent Management, Office of the Executive Director, Office of Technology Services, Systems Solutions Division (GTM/EX/OTS/SSD). The Systems Solutions Division is responsible for planning, developing, implementing, maintaining, and providing technical and operational and maintenance support for the Department's enterprise human resource management applications.
Duties
Oversees all phases of the Software Development Life Cycle (SDLC), including requirements gathering, design, development, testing, deployment and maintenance.
Manages the deployment of SaaS (Software as a Service) Cloud Applications and leads the design, implementation, and management of Continuous Integration/Continuous Deployment (CI/CD) pipelines to automate and streamline the software delivery process.
Plans, organizes, and directs the activities of the Cloud Solutions team ensuring that software complies with legal and regulatory requirements and meets Department HR needs.
Formulates and implements departmental policies, guidance, and operational procedures to address a wide range of HR IT issues.
Leads or participates in department-wide reengineering efforts of HR IT programs, operational procedures, and information management systems to enhance efficiency and effectiveness.
Serves as a liaison with OPM, OMB, and other public or private sector entities, representing the Department on inter-agency and intra-agency advisory groups.
Requirements

- Must be able to obtain and maintain a Top Secret security clearance.
Qualifications

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems, determines accuracy and relevance of information, uses sound judgement to generate and evaluate alternatives, and to make recommendations.
AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience leading strategic and operational planning processes for the management of human resources automated systems.
Experience advising on the development of information technology policies and standards.
NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-14 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
